DIRECTOR, BUDGETING, FINANCIAL ANALYSIS & REPORTING (BUSINESS PARTNERING):
$145,634 - $171,334 Annually
POSITION SUMMARY
Reporting to the assigned supervisor, the Director, Budgeting, Financial Analysis & Reporting is responsible for the Commission’s budgeting and financial reporting and oversight functions. He/she/they will leverage expertise and finance knowledge in the development of strategic reporting to the Commission’s Executive Committee, Board of Commissioners, Canada Mortgage and Housing Corporation (CMHC), and other governance bodies. The position will be responsible for developing strong working relationships with internal and external partners, including the Ministry of the Attorney General and Housing’s Financial Services Division and Office of Housing and Construction Standards, as well as Treasury Board staff within the Ministry of Finance. The role will be responsible for leading the financial analysis and business case development for the provincial annual budget process, Treasury Board submissions and Cabinet submissions, and the evaluation of internal budget utilization and resource alignment and will oversee the preparation of internal financial performance reports and dashboards. The position has three areas of focus that work together to ensure financial accountability across the organization: Financial Analysis and Reporting – responsible for securing and reporting on funding through external channels, Internal Budget and Financial Performance – responsible for managing those funds internally to support strategic goals and Business Partnering – responsible for delivering financial services that seek to increase the achievement of value for money.
CANDIDATE PROFILE
The successful candidate will have the following:
EDUCATION & EXPERIENCE:
- Bachelor's degree in Commerce, Business Administration, Finance, or Public Administration. Member in good standing of the Chartered Professional Accountants (CPA) Association.
- Considerable senior-level experience working in or with government.
- Extensive experience in progressively responsible finance and accounting roles
- Or an equivalent combination of education, training, and experience acceptable to the Employer.
KNOWLEDGE, SKILLS AND ABILITIES:
- Bachelor’s degree in Commerce, Business Administration, Finance, Public Administration, or related field.
- Member in good standing of the Chartered Professional Accountants (CPA) Association.
- Considerable experience in financial planning, budgeting, forecasting, or financial stewardship within government, Crown corporations, or comparable public‑sector environments.

Extensive experience in progressively responsible finance and accounting roles.
Business Partnering Focus - Extensive experience in leading teams responsible for financial systems, planning processes, or financial governance frameworks in complex organizations.
- Or an equivalent combination of education, training, and experience acceptable to the Employer.
- Extensive knowledge of accounting, budgeting, forecasting, and financial analysis models and frameworks, reporting systems, processes, and controls, specifically within government and not-for-profit environments.
- Considerable knowledge of mission-critical corporate enterprise applications such as JD Edwards EnterpriseOne, WebFOCUS, and the Central Property System (CPS).
- Ability to understand the Commission’s programs, funding structures, operating requirements, and relevant legislation, and to incorporate these into financial planning and stewardship frameworks.
- Ability to provide leadership in developing planning standards, assessing financial planning risks, and directing staff in analyzing complex financial and operational issues.
- Ability to provide leadership in conducting research, preparing financial analyses, and analysing complex financial matters.
- Ability to establish a high level of rapport and effective working relationships with all levels of management, government, housing partners, and other stakeholders to build consensus and accomplish goals.
- Ability to assess the business and financial ramifications of new programs and opportunities and develop strategies and options to facilitate the accomplishment of goals.
- Ability to lead, coach, and motivate staff in a team environment, fostering a culture of accountability, continuous improvement, and service excellence.
- Excellent research, presentation, and report writing skills.
- Strong, effective consultation, facilitation, communication, conflict resolution, problem-solving, and interpersonal skills, with the ability to convey complex information clearly and persuasively.

Strong analytical, conceptual, and problem‑solving skills, with the ability to anticipate challenges, interpret financial signals, and support evidence‑based decision‑making.
Business Partnering Focus - Considerable knowledge of planning and enterprise systems, data governance practices, reporting structures, and financial process controls; experience with enterprise planning, forecasting applications and Enterprise Resource Planning environments is preferred.
- Ability to assess the organizational implications of planning decisions, emerging issues, and program changes, and to recommend strategies and options that support long‑term financial stewardship.
