This job offers the opportunity to work from home as part of a hybrid work arrangement. This arrangement will allow you to work some days at a TCHC work location and the rest of the time from home. The amount of time required to work at a TCHC work location is flexible, while considering operational and service delivery requirements.

Please note: Although this position primarily consists of working Monday to Friday, the successful applicant must be willing to work varying/rotating shifts (including days, afternoon, evenings, weekends, holidays) and also have the flexibility to be re-assigned when the exigencies of the Community Safety Unit require the same.

Make a difference

Improving neighborhood safety through intelligence gathering and information. Working to support the safety of 110,000 residents and 2,100 buildings across Toronto in a team of over 140 Community Safety Unit Staff.

Supported by the Senior Director, Operations Manager (Deputy Chief Special Constable), Manager, Investigations (Staff Sergeant), and the Criminal Intelligence Analyst, the Field Intelligence Officer will receive and assess intelligence information of confidential nature. They will facilitate the flow of information/intelligence between TCHC, Community Safety Unit and the Intelligence Services of TPS. Field Intelligence Officers report to the TCHC CSU FIO Sergeant/Supervisor. Field Intelligence Officers also have specific responsibilities to TPS Intelligence Services.

What you’ll do

Intelligence Gathering

  • Take an active role in information gathering.
  • Support a collection plan and reporting of information from the TCHC CSU to TPS Division/Units and to TPS Intelligence Services.
  • Serve as the in-house liaison to access TPS Intelligence Services resources.
  • Review all pertinent arrest records, occurrence reports from TCHC CSU for potential intelligence value.
  • Confer with field officers regarding pertinent arrests or investigations for potential intelligence value.
  • When required, physically participate in CSU or TPS operational Intelligence probes to identify and fill in information gaps.
  • Perform ONLY intelligence and project related duties in TCHC CSU, unless otherwise directed by their direct CSU chain of command.


Information Sharing

  • Facilitate the flow of information/intelligence between TCHC, Community Safety Unit and the Intelligence Services of TPS.
  • Provide TPS and relevant stakeholders with Intelligence Services with timely, relevant, accurate and concise intelligence products.
  • Attend meetings, focus groups or seminars (or, as directed) with other F.I.O.’s and TPS Intelligence Operatives from Intelligence Services.
  • Actively participate in TPS Division/Units crime management strategies and meetings.
  • Report regularly to their Unit Commander or designate by way of Intelligence Officer Briefing.
  • Report regularly to Intelligence Services by way of Intelligence report or briefing.


Train and support

  • Train divisional/unit personnel regarding the “Intelligence Cycle” and promote intelligence gathering by developing officer’s skills and motivation.
  • Train and educate field personnel about the Intelligence Cycle
  • Supervisory duties as required.


What you’ll need

  • College diploma or university undergraduate degree in law, public administration, criminal justice, sociology, or related field or experience
  • Special Constable designation with at least 3 years of experience and/or previous experience as a 1st Class Police Constable and/or 3 years investigative experience in relation to identifying criminal offences/activity
  • Adhere to Core Values of Toronto Community Housing Corporation
  • A demonstrated commitment and support for the application, development and advancement of criminal intelligence operations
  • Specialized knowledge of criminal groups or individuals
  • Specific cultural knowledge or sensitivity
  • Leadership and supervisory related skills
  • Training or knowledge in current social media applications
  • Training or knowledge of covert tactics with police agencies
  • Training or knowledge of covert technology and associated legal issues
  • All Field Intelligence Officers will attend Intelligence Services for an orientation period during which time they will become acquainted with the various Intelligence Sections, and personnel
  • As per the Provincial Adequacy Standards, Field Intelligence Officers will also attend the mandatory Intelligence Officer course offered by the Criminal Intelligence Service Ontario (CISO)
  • Field Intelligence Officers will also receive any other training deemed necessary by the Intelligence Services to fulfil their duties
  • Possess and maintain full security and police clearance including fingerprinting and successful Police Service background check
  • Must pass mandatory re-qualification training, tests, and background investigation/checks, as required
  • Requires a valid, non-probationary, Province of Ontario class “G” or greater driver’s license
