PRIMARY FUNCTION
The CISO is responsible for the development and management of a number of comprehensive databases that support the operations of Kingston CACC. This information supports quality assurance programs, investigations, legislated documentation requirements, human resources information, and critical community infrastructure information. The CISO is responsible for the analysis of Ambulance Dispatch Reporting System (ARDS) data and geographic information which supports decision making process for Kingston CACC as well as its stakeholders.
The CISO may act as a management representative on the Kingston CACC Joint Health and Safety Committee.
The CISO uses dedicated mapping software to develop map solutions in collaboration with external partners and the Ministry of Health’s GIS technicians in Toronto; to define response areas and solutions to routing issues that responding paramedics may encounter during emergency responses.
The CISO is responsible for the maintenance of the Kingston CACC contingency equipment at the Kingston CACC site as well as the off-site backup centre location. The position also maintains the physical infrastructure of the CACC by performing general maintenance tasks or by acquiring and managing contracted services.
- Manage and maintain mission critical data and information depended on to support the accurate, timely response of paramedic resources across Southeastern Ontario.
- Develop, manage and maintain internal Kingston CACC IT resources such as computers, mobile phones, resource network hardware and manage internal processes. Create templates, forms and checklists for use in paper as well as digital and database formats.
- Develop and maintain Kingston CACC database solutions on both the Ministry of Health secure Network as well as Kingston CACC Resource Network, manage and distribute all mission critical information within the Computerized Ambulance Dispatch (CAD) system and the Resource Network.
- Analyze ambulance dispatch data and geographic data to support decision making at Kingston CACC, stakeholder requests and Ministry of Health reporting requirements.
- Maintain Kingston CACC contingency equipment and locations. Jointly develop and maintain policies related to contingency and continuity of operations.

- Education
- Minimum Required - Completion of Community College Diploma (3-year program) or equivalent experience
- Preferred - Completion of University degree or equivalent in related field (Preferred)
- Experience
- Minimum Required - Minimum 5 years of experience supporting information systems, database management, geographic information systems (GIS), and technical operations within a complex emergency services, healthcare, or public safety environment.
- Preferred - 5 to 7 years
- Min Required:
- College level skills in GIS and Databases
- College level skills in computer systems
- Demonstrable, advanced skills in Microsoft Suite – specifically focused on Excel, Access, Power BI, and VBA language
- Demonstrable, moderate to advanced skills in computer network management
- CPR / First Aid
