PavCo is the owner and operator of two of Canada’s premier venues for events, BC Place Stadium and the Vancouver Convention Centre.

PavCo is looking for an experienced and people-focused Manager, Payroll and Benefits to lead a critical function that supports employees across the organization.
In this role, you will oversee the full payroll and benefits administration cycle for both unionized and non-unionized employees, ensuring services are delivered accurately, on time, and with care.
You will provide steady leadership to a dedicated team, bring structure and clarity to complex payroll requirements, and help strengthen processes that support compliance, consistency, and a positive employee experience.
The ideal candidate is detail-oriented and solutions-focused, whose leadership style encourages collaboration, builds trust, and empowers the team to deliver high-quality service every day.
Candidates must be available to work a flexible schedule, including weekends, statutory holidays, and shifts outside standard business hours (typically 8:00 a.m. to 4:00 p.m.)

WHAT YOU WILL DO:
  • Manage the day-to-day delivery of accurate, timely, and compliant payroll transactions, including salaries, benefits, taxes, deductions, and related payments.
  • Lead by example in a hands-on payroll environment by actively processing payroll alongside the team while ensuring accuracy, compliance, and timely delivery of payroll services.
  • Oversee the preparation, review, and submission of payroll and benefits reporting and remittances, including submissions to the Receiver General, pension plan, extended health/dental, Life, LTD and other insurance providers, and Employer Health Tax (EHT).
  • Ensure payroll records, employee files, and related documentation are kept accurate, complete, confidential, and up to date.
  • Lead and coordinate the day-to-day work of the Payroll and Benefits team by setting priorities, assigning work, providing coaching and guidance, monitoring workloads, and ensuring payroll deadlines and service commitments are consistently met.
  • Support payroll team members and contractors through onboarding, coaching, training, and day-to-day guidance on payroll and benefits policies, procedures, systems, and service expectations.
  • Provide payroll onboarding, guidance, and training to people managers to support timely payroll processing, accurate submissions, and consistent application of pay policies.
  • Review regular payroll reporting for key obligations, including pension, EHT, and CRA requirements, to help ensure information is accurate and submitted on time.
  • Work closely with managers and internal partners to gather payroll information, resolve issues, answer questions, and support consistent pay policy compliance.
  • Collaborate with the Finance department to support payroll reporting, reconciliations, cost allocations, audits, and timely resolution of payroll-related questions or discrepancies.
  • Act as a first point of escalation for more complex payroll-related questions, reviewing issues, providing practical guidance, and supporting timely resolution.
  • Stay current on payroll, compensation, and benefits requirements; apply required updates to day-to-day processes and communicate changes to the team, managers, and internal partners as needed.
  • Lead the continuous improvement of payroll operations by identifying opportunities to enhance processes, systems, controls, and service delivery, improving accuracy, efficiency, compliance, and the employee experience.
  • Participate in departmental and cross-functional projects that support payroll, benefits, and operational priorities.
  • Serve as the organizational lead for payroll operations, ensuring payroll practices, systems, controls, and processes evolve to meet changing legislative requirements and organizational needs.
WHAT YOU WILL BRING:
  • Undergraduate degree preferred in a related discipline that includes studies in Human Resources, Accounting, or Finance.
  • PCP or CPM designation preferred (or willingness to obtain designation within reasonable timeframe).
  • Minimum of 5 years payroll processing experience in a leadership role. A combination of education and experience will be considered.
  • Preference to those with Dayforce experience.
  • Strong aptitude for systems and data management such as Microsoft Office.
  • Experience in a large public sector organization and union environment is an asset.
  • Expert knowledge of current Canadian payroll principles and practices and legislative requirements as they impact payroll.
  • Experience processing full-cycle payroll in a complex environment, including general analysis and reporting, with experience in accounting functions related to payroll.
  • Knowledge and understanding of basic accounting and human resources principles and concepts and Employment Standards.
  • Exceptional communication and interpersonal skills with the ability to build and maintain effective, lasting professional relationships accompanied by a demonstrated customer focus.
  • Strong organizational abilities, a keen attention to detail, proven problem solving and decision-making skills and the ability to adapt to changing priorities in a fast-paced environment.
The salary range for this position is $82,315 to 102,893
  • Offers will be in line with PavCo’s internal pay equity and qualified candidate’s experience and education.
