Position Summary
The Manager, Employee & Labour Relations oversees all employee and labour relations issues for an assigned portfolio. This position develops and maintains a strategic business partner relationship with stakeholders based on in-depth knowledge of each unit / department their goals, needs and expectations. The Manager, Employee & Labour Relations is the trusted expert and integral contributor to stakeholder's labour relations strategy and resource planning initiatives (integrations, outsourcing, restructuring). The incumbent must use theoretical concepts and practices in HR management, case law knowledge and analysis, best practices and trends, risk management and organizational change principles, in order to successfully support and guide their client group.

The incumbent provides expert advice and counsel regarding the application and interpretation of the collective agreements, employment law and Hospital policies. The position provides training and updates on employee and labour relations matters. The position supports management in holding staff accountable for attendance, performance and conduct so that we can ultimately offer the best care to patients. The position leads a number of processes, i.e. drafting investigation questions, coordinating and completing investigations, preparing discipline and/or termination letters, performance improvement plans, etc. to ensure consistency and defensibility and compliance with Collective Agreements and Employment Law.

The position is accountable for contributing to a constructive labour relations environment for mutual gain and conflict resolution resulting in a higher level of Hospital/Union cooperation. The Manager addresses and resolves conflicts in their assigned portfolio in a timely and cost-effective manner. This includes research, preparation and management of grievances, human rights complaints and legal challenges for example, many of which are complex and multi-dimensional. This position organizes and participates on a number of Union- Hospital committees. This position researches and drafts bargaining proposals and may participate on the bargaining team(s) and / or may be assigned the role of the Lead Spokesperson.

This position provides informal guidance and support to the Employee & Labour Relations Associate(s) as required. The incumbent is regularly consulted by others in POE, for example, Occupational Health regarding complex work accommodation reviews and placements.

Qualifications
  • University degree in Business, HR Management or any other related field
  • Membership with Human Resources Professional Association (HRPA) preferred
  • Master's Degree in Industrial Relations, MBA in Human Resource Management an asset
  • Ten years' experience in progressively more responsible positions in Human Resources within a highly unionized environment with specialization in the area of Labour and Employee Relations
  • Demonstrated ability to collaborate effectively within a team and maintain open and constructive communication with colleagues
  • Demonstrated knowledge of employment relationship, negotiation theory/practice, change management and conflict resolution theory and practice required
  • Demonstrated knowledge of core Labour Relations/Human Relationship processes and policies
  • Expert knowledge of Labour Relations functions
  • Good working knowledge of relevant Ontario employment legislation
  • In-depth knowledge of collective bargaining and managing the administration of multiple local and provincial collective agreements
  • Working knowledge of MS Office software programs such as Word, PowerPoint, Excel and Access. Experience with databases an asset. Ability to type at an intermediate level
  • Experience in providing advice, support and facilitation with regard to Labour and Employee Relations matters, including grievance and arbitration, discipline, performance, attendance management and other conflict situations
  • Demonstrated ability to build, foster and maintain constructive relationships with clients and union partners
  • Demonstrated ability/knowledge in conducting workplace investigations and facilitating appropriate resolutions
  • Strong ability to function independently and as a member of a team dealing with multiple priorities in a complex environment
  • Excellent proficiency with both oral & written communication. Excellent presentation skills with an ability to facilitate in-house training
  • Demonstrated experience with attendance management programs and knowledge of attendance management case law
  • Customer service orientation and sensitivity to client needs
  • Exceptional interpersonal skills to interact with all levels of the organization
  • Exceptional facilitation and negotiation skills
  • Strong judgment, analytical and reasoning skills. Ability to understand complex financial and workforce data
  • Ability to maintain discretion when handling confidential matters
  • Demonstrated project management skills would be an asset
  • Previous experience working in Human Resources in a large hospital or healthcare environment would be an asset
  • Ability to travel to multiple hospital sites
