What You Will Do
The Employee Engagement & Experience Specialist is the person who helps make the Employee Experience program run. The program is a strategic priority for the organization and requires disciplined program design, strong governance, evidence-based decision making, and thoughtful coordination across a large and complex operating environment.
With leadership from the Manager, Employee Engagement & Experience, this position owns the design, execution, and continuous improvement of program infrastructure — including initiative tracking and governance, cross-organizational coordination, data analysis and visualization, leadership reporting, stakeholder communications, and facilitation of the cross-functional Task Force.
The incumbent must be able to bring structure to ambiguity, analyze complex information, develop practical recommendations, and produce executive-ready materials with limited direction. This role requires strategic and critical thinking, political acuity, sound judgment, and the ability to manage competing workstreams independently while maintaining end-to-end accountability for assigned work.
Candidates with backgrounds in strategy, program design or management, policy, public administration, organizational effectiveness, management consulting, or similar fields are strongly encouraged to apply.
The incumbent will also:
- Design, build, and manage enterprise-wide Employee Experience Program infrastructure
- Lead the coordination and facilitation of TTC’s cross-functional Employee Experience Task Force
- Develop and maintain executive-quality deliverables independently
- Measure, analyze, and report on program effectiveness and impact
- Design and deliver communications and engagement strategies that support program visibility
- Design and execute the annual and pulse employee engagement survey cycle (in partnership with external research vendors)
- Benchmark engagement practices against external research and best practices by bringing forward recommendations for program evolution
- Contribute to cross-functional HR and people initiatives through an employee experience lens, consulting on design and delivery as required
What Qualifications Do You Bring?
- Demonstrated experience designing, building, improving, or managing programs, policies, frameworks, or enterprise initiatives
- Demonstrated ability to bring structure to ambiguity, assess complex organizational issues, identify practical options, and develop sound recommendations in a program area that is still being built.
- Experience with governance structures, initiative tracking, accountability mechanisms, and multi-stakeholder implementation is strongly preferred.
- Ability to write with precision and purpose across formats — briefing notes, strategic memos, executive decks, one-pagers, program frameworks, and employee-facing communications — produced independently, to a high standard, and without heavy editing or direction.
- Independence and self-directed execution with the ability to own assigned workstreams from concept to final product with minimal oversight, including setting priorities, managing concurrent deliverables, determining when work is ready to advance, and escalating issues that require direction or decision.
- Ability to think beyond defined tasks, connect work to broader organizational priorities, and produce materials that help bring leadership along
- Post-secondary education in a relevant discipline, combined with several years of relevant experience or a combination of education, training and experience deemed to be equivalent
- Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees.
