Who We Are: Located on the traditional territories of the ləkʷəŋən People, Surrounded by Cedar Child & Family Services’ (SCCFS) vision is to support the empowerment of the urban Indigenous community to continue the reclamation of traditional systems of caring for and protecting children so no child or youth will be placed into care. As an urban delegated Indigenous Child & Family Service Agency, SCCFS is committed to providing child and family services strongly rooted in Indigenous cultural values and world views while ensuring urban Indigenous children and youth grow up connected to family, community, and culture.
SCCFS receives its delegation through the Provincial Director of Child Welfare, who gives the agency the authority to undertake administration of parts of the Child, Family and Community Service Act (CFCSA). Under its current delegation agreement, Surrounded by Cedar administers C3 (Voluntary Services) and C4 services (Guardianship).

As an Out of Care Resource Worker, you will have the opportunity to:
- Guide prospective care providers through screening, home studies, and assessment processes, honouring each family’s strengths, story, and readiness to care for children and youth.
- Build trusting relationships with care providers through mentorship, support, regular visits, and connections to community, family, and cultural resources.
- Advocate for children, youth, and caregivers, supporting placements that reflect each child’s emotional, relational, behavioural, and cultural needs.
- Maintain accurate records and accountability while supporting care providers with contracts, reporting, payments, and collaborative planning.
- Contribute to a supportive team environment through collaboration, knowledge sharing, and a commitment to quality, safety, cultural accountability, and agency standards.
What You Will Bring to the Role:
- Bachelor’s degree in Social Work, Child & Youth Care, or a related discipline
- At least one (1) year of experience working alongside urban Indigenous children, youth and families
- An equivalent combination of education, training and experience will be considered
- Preference will be given to candidates who currently hold C4 delegation in British Columbia
- Valid Class 5 Driver’s license, access to a safe and reliable vehicle, and a favourable driver’s abstract
- Satisfactory vulnerable sector check as required through the Criminal Records Review Act

Working Conditions: Work is performed in a variety of settings, including in office, caregiver homes and community settings. Working hours are generally Monday to Friday, 8:30 a.m. – 4:30 p.m. Some evening and/or weekend work may be required. Work involves supporting caregivers with varying complex needs as they provide care for the children/youth placed in their home, which may result in exposure to substance use and/or volatile behaviour. Regular travel. Some computer work may require longer hours of sitting and eyestrain. Multiple shifting priorities. May be required to occasionally lift or move equipment and boxes up to 50 pounds.
