Company Overview

GSL Media, a division of GSL Group, is aggressively growing in the Digital Out-of-Home (DOOH) industry. Through a rapidly expanding network of Outdoor Digital Billboards and Indoor Digital Displays, GSL Media connects brands with audiences across high-traffic venues, community facilities, and key corridors throughout Western Canada.

We are seeking a driven and strategic Network Development Manager to lead new site development and asset acquisition throughout British Columbia. This pivotal role reports directly to the Head of Sales & Operations, Digital Media, and plays an essential part in advancing GSL Media’s mission to deliver innovative media infrastructure that aligns with our long-term growth and community engagement objectives.

Position Overview

The Network Development Manager is responsible for identifying, negotiating, and developing new DOOH assets across British Columbia – with a focus on Outdoor Digital Billboards and Indoor Digital Displays.

This role requires a strong understanding of provincial and municipal regulations, First Nation partnerships, and real estate negotiations. The successful candidate will bring both strategic and practical expertise to manage the full development lifecycle – from site selection and permitting to contract execution and installation – while ensuring all projects support GSL Media’s operational and revenue goals.

Key Responsibilities

  • Identify and evaluate new billboard and display opportunities across British Columbia in alignment with GSL Media’s network expansion strategy.
  • Negotiate land leases, licenses, and partnership agreements with private property owners, developers, and First Nation communities.
  • Work closely with the Head of Sales & Operations, Digital Media to align development priorities with sales, marketing, and operational initiative.
  • Lead the permitting, design, and approval process in coordination with municipal, regional, and provincial regulatory authorities.
  • Develop and maintain strong relationships with First Nation governments and economic development offices, ensuring culturally respectful and commercially beneficial outcomes.
  • Conduct due diligence, site assessments, and feasibility studies for proposed locations.
  • Support project budgeting, forecasting, and performance analysis.
  • Collaborate cross-functionally with internal teams (engineering, operations, and sales) to deliver projects on time and within budget.
  • Stay informed on emerging DOOH technologies, bylaw changes, and industry trends affecting network development opportunities.

Qualifications

  • 5–10 years of experience in outdoor advertising, real estate development, municipal planning, or media asset management
  • Proven track record negotiating land leases, development agreements, and municipal permits.
  • Deep understanding of British Columbia’s provincial and municipal sign regulations.
  • Experience collaborating with First Nation partners, including joint venture and land-use negotiations.
  • Excellent relationship-building, communication, and problem-solving skills.
  • Strong analytical and project management abilities, with attention to financial and regulatory detail.
  • Post-secondary education in business, real estate, urban planning, marketing, or a related discipline preferred.
