The Chief Agent & Head of SGL Canada serves as the senior-most executive responsible for the overall leadership, governance, financial soundness, and strategic direction of SCOR’s Canadian branch operations. This role holds statutory accountability under Canadian insurance regulatory requirements (OSFI) and acts as the primary representative of the branch with regulators, clients, and key stakeholders.

The incumbent ensures that SGL Canada operates in full compliance with applicable laws and regulatory expectations, while driving profitable growth, strengthening client partnerships, and aligning local strategy with SCOR’s global life reinsurance vision.


Executive Leadership & Management
  • Provide overall leadership and direction to the SGL Canada organization, fostering a high-performance, accountable, and collaborative culture.
  • Lead, develop, and evaluate the Canada senior management team, ensuring strong succession planning and talent development.
  • Act as a visible leader and ambassador of SCOR’s values (Transparency, Respect, Pride, Collaboration), promoting engagement and inclusion across the organization.
  • Ensure effective coordination across underwriting, client management, finance, risk, and support functions.
    Strategy & Business Growth
  • Define and execute the SGL Canada strategy in alignment with SCOR’s global strategic plans.
  • Identify and pursue profitable growth opportunities across core life reinsurance lines, including mortality, longevity, and financial solutions.
  • Leverage SCOR’s global capabilities, expertise, and innovation to enhance client value propositions and competitive positioning.
  • Build strong internal alignment and external credibility for the Canadian strategy among regional leadership, global stakeholders, and clients.
  • Monitor market trends, regulatory developments, and competitive dynamics to proactively adapt business strategies.

Client & Market Leadership
  • Champion a client-centric operating model, ensuring consistent delivery of high-quality, value-added reinsurance solutions.
  • Maintain and expand strategic relationships with key Canadian insurers and industry stakeholders.
  • Establish service standards and client engagement frameworks across all touchpoints to enhance satisfaction and retention.
  • Represent SCOR in the Canadian marketplace, including industry associations, conferences, and thought leadership initiatives.

Financial Stewardship
  • Maintain full accountability for the financial performance and solvency of the Canadian branch.
  • Oversee financial planning, budgeting, capital management, and performance monitoring.
  • Ensure the integrity of financial reporting, reserves, and asset/liability management in compliance with both local regulatory requirements and SCOR Group standards.
  • Partner closely with Finance and Risk functions to optimize capital efficiency and profitability.
Governance, Risk & Regulatory Oversight (Chief Agent Mandate)
  • As Chief Agent, fulfill all statutory responsibilities under Canadian insurance legislation and OSFI expectations, including:
  • Act as the principal officer responsible for ensuring the branch complies with the Insurance Companies Act (Canada) and OSFI guidelines.
  • Maintain effective oversight of the branch’s governance framework, risk management, and internal controls , ensuring they are appropriate for the nature, scale, and complexity of operations.
  • Ensure that adequate records, books, and head office reporting are maintained in Canada as required by regulation.
  • Oversee the development, implementation, and effectiveness of policies and procedures related to risk, compliance, and internal controls.
  • Ensure timely and transparent communication with OSFI, acting as the primary regulatory liaison for all supervisory matters, examinations, and filings.
  • Ensure appropriate escalation of material risks, issues, or breaches to regional and group governance bodies.
  • Facilitate independent assessments (e.g., internal audit, actuarial reviews) to validate the adequacy and effectiveness of controls.
  • Chair or actively contribute to key governance forums, including the Canada Branch Management Committee .
Risk Management & Internal Control
  • Ensure a robust risk management framework aligned with SCOR Group standards and Canadian regulatory expectations.
  • Promote a strong risk culture, ensuring that risks are identified, assessed, monitored, and mitigated proactively.
  • Oversee key risks including underwriting, market, credit, operational, and regulatory risks.

Stakeholder Engagement & Representation
  • Act as the primary interface between SGL Canada and SCOR Group leadership.
  • Represent the branch externally with regulators, clients, industry bodies (e.g., CIA, CLHIA), and partners.
  • Strengthen SCOR’s reputation as a trusted, innovative reinsurer in the Canadian market.

Professional Experience:

  • Minimum 10–15 years of progressive leadership experience within the life insurance or reinsurance industry.
  • Demonstrated experience in executive leadership roles with full P&L accountability.
  • Strong background in life reinsurance , including underwriting, pricing, or client solutions (preferred).
  • Solid understanding of financial management, capital frameworks, and actuarial principles.
  • Experience interfacing with regulators (ideally OSFI or similar prudential authorities).
  • Proven track record of leading strategic initiatives and driving business growth in complex environments.

Required Education

  • U n d erg r a d u a t e D e g r ee R e q u i r ed
  • Fellow of the Society of Actuaries (FSA) certification is a plus.
