Harbour Master

Principal Purpose of the Position

As a member of the Senior Management Team, this position reports directly to the CEO and will advise on all marine matters and ensure safe and efficient policies and procedures are in place.

This position contributes to success through well-developed relations with customers and community stakeholders benefiting and affected by port operations. This includes stakeholders key to the safe and secure operation of Port Windsor.

The position is responsible for providing leadership in all activities related to port marine operations including port safety and security, operational and capital planning. The position interacts with diverse external and internal groups to meet goals and objectives that align with the Port’s strategic direction.

Key Accountabilities

1. Designated Enforcement Officer, Traffic Control Officer, and Security Officer under the Canada Marine Act, represent the interests of the Authority to both commercial and community Port users ensuring compliance with all bylaws, policies and objectives of the Authority, the Canada Shipping Act and the Canada Marine Act relating to the movement, navigation and behavior of all vessels while in port. The position is also responsible for the coordination and management of responses to port incidents and emergency situations.

2. Ensure Authority assets and interests are protected and secure.

3. Responsible for the maintenance and repair of all Port property, buildings and vehicle assets, including operational service contracts

4. Promote a positive relationship with port users, the extended maritime community, and the Windsor-Essex community.

5. Responsible for day-day costs and administration of department, including annual budget preparation, and capital project management.

6. Organizational led corporate health and safety programme

Harbour Master Responsibilities

· Monitor vessel activity within the Port utilizing elctronic surveilance systems, including CCTV

· Investigate and document all collisions, groundings, oil and hazardous material spills involving commercial and recreational vessels, ensuring that all necessary agencies or persons are notified and representing the Windsor Port Authority as On-Scene Commander as required within Port properties.

· In coordination with appropriate local, national and international agencies attend meetings dealing with marine operations and port safety and ensure that the Marine Emergency Plan is updated regularly and a readiness to deal with emergencies exists.

· Keep the President informed and advised about issues or situations of potential risk to the interests or reputation of the Authority

· Maintain positive working liaison with ship masters, ship owners, shipping agents and all marine related and governmental agencies, including local law enforcement.

· Keep informed of all legislative and regulatory issues pertaining to security which may impact the port

· Liaise with Canadian and United States regulatory and law enforcement agencies and port users on all security matters which may impact the port

· Review and maintain a current port security plan in consultation with ports users and the appropriate regulatory and law enforcement agencies and conduct all security exercises, as required

· Keep advised of all security issues within the Port, ensure that all necessary agencies or people are notified of such issues when required, and represent the Windsor Port Authority as On-Scene Commander as required

· Record and process Aquatic event requests.

· Research and process requests for residential and commercial waterfront improvement projects

Customer and Community Relations

Promote the name and role of the Windsor Port Authority to the Port users, the marine industry, government and the local community by:

· Supporting local organizations and community events that advance the interests of the Port Authority and its customers.

· Develop and maintain relations with port customers that create a venue for information sharing critical to our mutual success.

· Represent the Authority on community, provincial and national committees to advance the interests of Port Windsor, and the marine industry

Port Operations

· Ensure the maintenance and optimization of port assets in a safe and secure manner

· Lead capital project planning, budgeting, and execution of capital projects. Liaises with the Chief Financial Officer with regard to capital projects and budget expenditures.

· Oversee maintenance contracts for cost efficiency and completion

· Ensure superior compliance with all environmental standards and regulations

Educational/Experience Requirements

The Harbour Master will have:

· 5+ years of management experience

· Completed post-secondary education

· Extensive knowledge of navigation and maritime safety legislation and current best practices

· Marine facilities security officer certificate

· Oil spill detection procedures and cleanup procedures

· Background in the marine industry and/or law enforcement preferred,

· a highly developed sense of customer service,

· excellent inter-personal and communication skills, conflict resolution skills

· have proficiency in the use of standard office software and equipment

· excellent communication and public speaking skills

· Bilingualism (French/English) preferred, but not required

This position will be frequently exposed to all weather conditions, irregular terrain, port yard conditions, and ship boarding on occasion. This includes climbing ladders, lifting or pulling heavy objects, and hazardous environments requiring PPE.

With the exception of scheduled holidays, remain on call after regular office hours to respond to port operations and security requirements, and/or emergency calls.

The incumbent must possess a valid driver's license with clear abstarct.

The incumbent must obtain and maintain a valid Level II Government of Canada Security Clearance

Pay: $150,000.00-$175,000.00 per year
