Indigenous Relations Specialist - Non Integrated Areas

Number of positions: 1 Job Location: Edmonds 16

Annual salary: $ 109,700.00 - 138,700.00

What you'll do

  • As a professional member of the Indigenous Relations Team, provides specialized expertise in building and maintaining
ongoing relationships with First Nations in BC Hydro's Non-Integrated Area (NIA). This includes facilitating the resolution of
conflict and ensuring duty to consult, and related documentation and regulatory processes are executed;

  • BC Hydro's NIA is not connected to the main grid and is made up of 14 remote microgrid communities.

  • Leads BC Hydro’s engagement and consultation with First Nations on regulatory and provincial authorizations including
responding to information requests, and ensuring adequacy of consultation has been met

  • Supports compliance through meeting First Nation conditions and commitments under provincial and federal
authorizations

  • Leads the First Nations component on capital projects where relationship, legal, environmental, reputation and other key
risks are moderate to high;

  • Develops consultation plans during project scoping including identifying and consulting with Project Managers to execute
the First Nation component;

  • Demonstrates advanced knowledge of relationship management, applying persuasive influence and negotiation, and
building and maintaining trust within highly diverse and remote communities in the Province;

  • Conducts current and future needs assessment for Indigenous Relations and prioritizes needs;

  • Evaluates source and scope of complex situations that may occur during consultation stages, and identifies options and
alternatives for finding resolution while balancing cultural, territorial and other considerations;

  • Provides technical leadership to other key business units and junior roles in all aspects of project planning, execution,
documentation, records management and relationship management with First Nations;

  • As a technical specialist and leader in First Nation engagement, this position is viewed and accessed by a wide range of
operational areas within BC Hydro to support, intervene in and resolve actual or potential conflicts between BC Hydro
interests and First Nation communities.

What you bring

  • University Undergraduate degree in Public Administration, economic development, law, anthropology or related discipline
or equivalent and a minimum of 10 years of progressively more complex responsible and complicated responsibilities

  • A minimum of 7 years of experience in a corporate business environment (public or private sector preferably resource-
based organization) including experience in managing multiple projects.
Preferences will be given to candidates with:

  • Proven experience working with Indigenous Peoples to advance projects and initiatives.

Assets include:
  • Experience with building and maintaining a high impact, high complexity relationship with an external party
  • Experience working on renewable energy projects
  • Experience working in remote areas of the province and NIA communities e.g. Haida Gwaii
  • Experience preparing provincial and federal regulatory applications and First Nation consultation requirements for capital
projects
  • Experience with environmental assessment, environmental risk management, and environmental compliance
  • Candidates who do not meet the educational requirement, but have an equivalent amount of education and experience
may be considered

What else you should know

  • Please note this is a full time temporary position for approximately 18 months.

  • Please note this role requires travel to remote and rural NIA communities within British Columbia

  • Please note a condition of employment for this role is to maintain your Class 5 Driver's License in good standing.
