Manager, Community Development and Special Projects

TNO - The Neighbourhood Organization (TNO) is a well-established community-based social and health service agency providing a wide range of programs and services supporting low-income and newcomer communities across Ontario and sometimes across different provinces through online services and referrals. We are seeking one Manager, Community Development and Special Projects to join our team and provide leadership across multiple portfolios including Food Security, Outreach and Community Engagement, Green initiatives, Volunteer Program and Health access.

Reporting to the Director, Community Development and Health Access, the Manager, Community Development and Special Projects Manager provides oversight of program implementation, staff supervision and partnership coordination to support effective operations and meaningful community engagement across multiple sites. This also includes leading innovative and responsive projects focusing on community development and capacity building. This role advances integrated health and social approaches, builds strong relationships with community members and partners, and ensures programs are culturally relevant and aligned with organizational priorities. The Manager plays a key role in identifying emerging community needs, supporting initiatives that respond to resident priorities, and fostering partnerships with community leaders and organizations.

QUALIFICATIONS & EXPERIENCE

• Post-secondary education in Community Development, Social Sciences, Public Health, or a related field, or an equivalent combination of education and experience.
• Minimum 3–5 years of progressive experience in community development, community engagement, and social services.
• Demonstrated experience overseeing staff, supporting coordinators, and guiding program implementation across multiple sites.
• Strong understanding of community development principles, including resident leadership, capacity building, and equity-centered approaches.
• Demonstrated knowledge of the social determinants of health and experience applying integrated, community-based approaches to improve health and social outcomes.
• Experience working in diverse, high-density urban communities, with equity-deserving populations and applying equity, anti-oppression, trauma-informed, harm reduction oriented and culturally responsive practices in community engagement and service delivery.
• Proven ability to build and sustain partnerships with community leaders, grassroots groups, and institutional stakeholders.
• Strong networking and relationship-building skills, with the ability to foster collaboration and community trust.
• Knowledge of community ambassador, peer leadership, or resident-led engagement models, with an understanding of how to support community capacity and leadership development.
• Experience contributing to grant reporting, program evaluation, and funder requirements.
• Ability to work flexible hours, including evenings and weekends, based on community and program needs.

DUTIES & RESPONSIBILITIES

• Provide oversight of community development and engagement initiatives, including health access programs, across multiple sites.
• Support coordinators in program implementation to ensure initiatives are responsive, culturally appropriate, and aligned with community needs.
• Monitor program performance and outcomes, supporting continuous improvement and alignment with organizational priorities.
• Provide guidance and intervention on program operations, including staffing and logistics, as needed.
• Ensure alignment between program delivery and organizational and funder priorities.
• Supervise and support coordinators, frontline staff, and community workers.
• Provide coaching, onboarding, and performance management.
• Foster a collaborative, inclusive, and high-performing team environment.
• Support staff development, training, and capacity building.
• Strengthen the capacity of resident-led groups, grassroots organizations and community initiatives through mentorship, training, trusteeship including guidance on governance, program planning, financial accountability and organizational development.
• Lead and support engagement and outreach strategies that promote participation, inclusion, and community awareness of programs.
• Strengthen relationships with health system partners, service providers, and local networks.
• Support community outreach activities in collaboration with internal teams and external partners, including presence at community hubs and local spaces.
• Facilitate or guide community meetings, consultations, and engagement activities.
• Identify emerging community needs and support the development of responsive, place-based initiatives.
• Strengthen integrated health and social approaches through collaboration with partners.
• Align program activities with longer-term community development goals and equity-focused outcomes.
• Contribute to local initiatives, networks, and system-level discussions.
• Oversee program reporting, data collection, and documentation processes.
• Ensure alignment with funder requirements and organizational policies.
• Support evaluation efforts to assess impact and inform program improvements.

Screening – As a condition of employment, the successful applicant must complete a Vulnerable Sector Screening.

Job Type: Full-time permanent position.

Work Location(s): The successful candidate will primarily work at 45 Overlea Blvd and other TNO locations as needed.

Schedule: The incumbent will work a regular 35-hour work week (excluding lunch), within operational hours of 8:30 AM to 8:00 PM.
