What we do

The Alberta Utilities Commission is an independent, quasi-judicial agency of the province of Alberta. The AUC is responsible for ensuring that the delivery of Alberta’s utility service takes place in a manner that is fair, responsible and in the public interest.

We regulate investor-owned natural gas, electric and water utilities and certain municipally owned electric utilities to ensure that customers receive safe and reliable service at just and reasonable rates. The AUC ensures that electric facilities are built, operated and decommissioned in an efficient and environmentally responsible way. The AUC also provides regulatory oversight of issues related to the development and operation of the wholesale electricity market in Alberta as well as the retail gas and electricity markets in the province.

The ideal candidate

This position primarily assists the Commission in processing rate-related applications in order to ensure that the delivery of utility service takes place in a manner that is fair, responsible and in the public interest. This involves providing information and analysis to assist the Commission members in the decision-making process.

You will work with a variety of professionals as part of multi-disciplinary teams on challenging work that makes a difference to Albertans and use your knowledge and experience to assess business cases and proposals from Alberta electric and gas utilities. These business cases and proposals will cover a wide range of topics, including asset management and maintenance, new construction, system operations, physical and cybersecurity, and emerging issues such as grid modernization and wildfire and climate risk management. You’ll be asked to review utility applications and to provide analysis and advice to Commission members and other staff.

To be successful in this role, you should have a background in engineering, exceptional communication skills and possess the ability to translate complex technical issues into clear, understandable information for diverse audiences. Understanding of procurement, project management and construction processes is considered an asset. Your role will involve both project management of rates proceedings, and technical support providing analysis and advice on specific issues within applications. Candidates without an engineering designation, who have experience working with utilities will also be considered for the role.

Key responsibilitiesTechnical and Analytical skills

• Contribute to the review and analysis of utility applications, including business cases, financial schedules, and technical documentation, and provide analysis and written briefings to Commission members.
• Employ engineering experience (or other relevant professional experience) to review and analyze expenditures and project proposals related to the operation and maintenance of electric and gas utilities.
• Assist in identifying issues requiring further clarification or follow-up and prepare draft information requests to applicants and intervening parties.
• Provide advice on the need for proposed utility projects and programs, and assess the feasibility, practicality, and reasonableness of project proposals, including a review of forecast and actual expenditures.
• Provide research and advice on various energy-related issues and issues related to applications and regulatory practices.

Communication skills

• Strong communication skills are a core component of this role. Expect a significant portion of the work to involve development of written materials (briefing notes, information requests, draft decision reports)
• Provide plain-language explanations of technical standards, projects or programs discussed in utility rate applications.
• Contribute to the coordination and production of written draft decision reports in conjunction with Commission members, lawyers and other regulatory staff.

Project management and teamwork skills

• Manage the processing of utility rate applications (proceedings) and lead proceeding teams as a lead application officer.
• Work closely with legal counsel on developing hearing questions and preparing for hearings.
• Manage work within tight timelines in order to meet assigned metrics for utility rate proceedings.
• Contribute to the coordination and planning of hearings; liaising and consulting with utility sector personnel, interveners, expert witnesses, consultants and lawyers.
• Live and promote the AUC’s values.

Qualifications

As the ideal candidate you will possess:

• Undergraduate degree in engineering (preferred), economics, business, or a related field.
• A minimum of four years of relevant regulatory or utility industry experience.
• A professional designation (e.g. P. Eng. P.L. (Eng.), CPA, CFA) and/or a graduate degree are considered an asset.
• Ability to work independently and collaboratively with diverse teams.
• Knowledge of and experience with cost-of-service regulation, performance-based regulation and associated principles considered in establishing revenue requirements and rate design.
• Technical writing ability that conveys intended messages to target audiences with clarity and precision.
• Strong communication skills (both verbal and written) and a demonstrated ability to work effectively across all levels of an organization and with external stakeholders.
• Demonstrated initiative in pursuing opportunities to develop new skills, knowledge, and experience.
• Ability to develop and use a variety of analytical approaches to synthesize information, identify patterns, solve issues and make recommendations.
• Knowledge of the structure, components, and issues related to the Alberta electric and natural gas sectors.
• Knowledge of the regulatory process for setting rates and terms and conditions of service.
• Skill in planning work activities required to ensure quality deliverables.
• Demonstrated project management skills or a project management certification would be considered an asset.
• Driven to personally achieve quality results in a timely and effective manner.
