Duties
1️⃣ Stream 1:
As an Indigenous Liaison Officer, you will:
Support Indigenous offenders by connecting them with cultural and spiritual programs, services, and resources.
Assist Elders and Spiritual Advisors in developing and monitoring healing plans.
Deliver and support Indigenous-focused cultural and traditional interventions, including Pathways initiatives.
Monitor offenders’ participation and progress, and provide input to case management teams.
Participate in meetings and provide recommendations related to cultural and spiritual interventions.
2️⃣ Stream 2:
As an Indigenous Community Liaison Officer, you will:
Build and maintain relationships with Indigenous organizations, communities, Elders, and service providers to support offender reintegration.
Help identify and coordinate cultural, spiritual, and community supports for Indigenous offenders preparing for release.
Meet with offenders to review their progress and connect them with appropriate resources and services.
Collaborate with parole officers and case management teams to support release planning and community reintegration.
Promote access to Indigenous cultural practices, ceremonies, Elders, and community supports that encourage healing and successful reintegration.
This role is community-based and may occasionally require overtime.

Work environment
The Correctional Service of Canada (CSC) recognizes the importance of culture, spirituality, community, and family connections in the healing journeys of Indigenous peoples serving federal sentences. Indigenous-specific positions work alongside Elders and Spiritual Advisors and help create culturally respectful environments that support healing and reintegration. 1️⃣ Stream 1: Institution-Based Environment
Indigenous Liaison Officers work primarily inside a federal correctional institution.
You will work in a structured, security-focused environment with established procedures and routines.
You will interact regularly with Indigenous offenders, Elders, Spiritual Advisors, and employees from different areas of CSC.
The environment will include Indigenous ceremonies, teachings, cultural programs, and healing-focused activities.
You will work with individuals who have different needs, backgrounds, security levels, and stages in their healing journeys.
The work can involve sensitive or challenging situations and requires professionalism, cultural awareness, sound judgment, and clear boundaries. 2️⃣ Stream 2: Community-Based Environment
Indigenous Community Liaison Officers work primarily in community settings, supporting the transition from an institution to community living.
Your work will take place in CSC institutions and offices, community residential facilities, Indigenous communities, community organizations, and other service locations.
You will interact with Indigenous individuals, families, Elders, community leaders, service providers, and CSC employees.
The work involves building trust and maintaining respectful relationships with people from diverse First Nations, Inuit, and Métis communities.
You will work with individuals living in urban, rural, or remote areas and will be required to travel within the surrounding region.
The work can involve sensitive or challenging situations and requires flexibility, cultural awareness, professionalism, and sound judgment.

Intent of the process
The intent of this process is to identify qualified candidates for current and anticipatory staffing needs for Indigenous Community Liaison Officer and Indigenous Liaison Officer (WP-03) positions. Staffing needs include permanent, temporary (term) and casual (maximum 90 working days in a calendar year) employment opportunities.

Education

• ️ A secondary school diploma or an acceptable combination of education, training and/or experience

Experience
Stream 1 & 2 – ILO/ICLO:

• ️ Experience ing traditional, cultural and spiritual practices based on Indigenous teachings and values
• ️ Experience working with Indigenous people, communities or organizations
• ️ Experience using a computer, including the creation of documents or reports

Stream 1 Only: ILO

• ️ Experience in preparing comprehensive reports

Applied / assessed at a later date

Knowledge

• ️ Knowledge of Indigenous traditions, culture and spirituality, particularly as it relates to Elders
• ️ Knowledge of Indigenous offenders’ needs or community resources pertinent to Indigenous people
• ️ Knowledge of Indigenous social, economic, historical, and political structures, and their impact on the Indigenous offending patterns

Selection may be limited to members of the following employment equity group: Indigenous (Aboriginal) peoples.

Preference will be given to veterans first, followed by Canadian citizens and permanent residents, with the exception of jobs located in Nunavut or Yukon. For positions located in Nunavut, qualified Inuit enrolled under the Nunavut Agreement will be appointed first. For positions located in Yukon, qualified Yukon First Nations will be appointed first, followed by qualified Indigenous persons.
