Court Liaison Officer
Auxiliary
Surrey Police Service (SPS) is Surrey’s new municipal police agency. On November 29, 2024, SPS became the police of jurisdiction, and assumed responsibility and command for policing and law enforcement in Surrey. SPS is working to redefine policing with innovative new approaches and community-based solutions. POSITION OVERVIEW
Surrey Police Service (SPS) has an exciting opportunity for an Auxiliary Court Liaison Officer to join our Information Management and Technology Division, within the Corporate Services Bureau. Reporting to the Court Services Manager and under the supervision of Court Liaison Supervisor. The incumbent will assist Surrey Police Service (SPS) internal and external stakeholders with a variety of complex prejudicial administrative duties and responsibilities.
This job requires complete storage of top-secret information.
Schedule / Hours of Work
To be eligible for this auxiliary position, incumbents must have flexible availability and be able to commit to a minimum of two (2) shifts per month. Shifts may include weekdays, evenings, weekends and holidays. Assigned shifts may be prescheduled or by call-in. The anticipated work schedule for the base full-time position is 37.5 hours per week. Please note, the hours are subject to change based on operational needs and adherence to the Collective Agreement.
RESPONSIBILITIES
- Reviews and assesses reports, files, and documents to crown counsel for completeness, clarity and evidentiary compliance and makes recommendations, as required.
- Analyses reports on charges for validity and ensures that the case fact record is complete and prepared for presentation in court.
- Facilitates the criminal case management process by liaising between crown counsel and the investigating police officer.
- Confirms the existence of outstanding warrants for arrests made for other detachments of police forces and arranges for remands to return prisoners to jurisdiction of warrant.
- Processes the release of prisoners from the cellblock and ensures that proper court documents are completed and served on the accused.
- Acts as a commissioner for taking oaths in swearing of affidavits and swears information before a justice of the peace.
- Arranges with the sheriff’s department for prisoner escorts as required.
- Liaises with a variety of internal and external contacts including federal and provincial crown counsel, the federal justice and attorney general departments, the court registry, other court related agencies, and other police detachments on matters related to the criminal case management process.
- Ensures police witnesses receive notification and de-notification of court attendance.
- Delivers collected fine monies to the cashier supervisor, court registry, and ensures receipt of monies is delivered.
- Develops policy changes and institutes policy, subject to management approval.
- Provides orientation and training to new court liaison employees.
- Provides direction to SPS police officers in the proper usage and completion of forms for case documentation and apprises them of pertinent case law and policy.
- Responds to inquiries from the public, clients, staff, and various other agencies.
- Acts as a resource person for consistent interpretation/application of policy, regulation, and the law.
- Monitors court schedules to ensure police officer availability on scheduled court dates and resolves court scheduling conflicts.
- Directs the records section on modification of files.
- Ensures that reports are forwarded to appropriate destination.
- Performs OSR scoring of all charge files.
- Checks CCJS scoring and updating on files.
- Prepares, monitors, and maintains a variety of files, records, and manuals.
- Prepares and processes other administrative work, as required.
- Provides backup to other staff in the work area, including the supervisor.
QUALIFICATIONS
- Completion of Grade 12, supplemented by related courses
- Minimum five years of relevant experience
- An equivalent combination of education and experience may be considered
- This position requires both SPS Security Clearance and RCMP Reliability Status. All applicants must obtain and maintain the required police security clearance throughout their employment with SPS, which includes a mandatory polygraph examination.
