Overview

The NEN Manager is a leadership and management position responsible for the strategic oversight, planning, and management of Tl’etinqox Government’s lands, natural environment, and land-based initiatives. Directly reporting to the Director of Band Services, this role provides direction and leadership for land stewardship, land governance, environmental management, and community planning processes, ensuring that Tl’etinqox lands are managed in accordance with Tsilhqot’in values, laws, and long-term community priorities.

The NEN Manager leads the development and implementation of land governance frameworks, including land code development under the First Nations Land Management (FNLM) regime, and works closely with leadership, departments, and external partners to advance land use planning, environmental protection, and sustainable development initiatives.

Responsibilities

  • Strategic Leadership & Management
  • Provide overall leadership and direction for the NEN/Land Department.

Land Governance & FNLM Implementation

  • Lead and coordinate the development and implementation of Tl’etinqox Land Code under the First Nations Land Management (FNLM) Regime, working closely with the FNLM Resource Centre (RC).
  • Coordinate land governance processes, including community engagement, drafting, review, and ratification of land-related laws and policies.
  • Provide technical and strategic advice to the Director of Band Services, committees, and administration on land governance matters.
  • Support transition planning and implementation once land code is enacted.

Land Use Planning & Community Planning

  • Lead the development, review, and revision of the Land Use Plan (LUP), ensuring alignment with community priorities, environmental values, and cultural protocols.
  • Coordinate and contribute to the development and implementation of the Comprehensive Community Plan (CCP) in collaboration with relevant stakeholders, partners, leadership, administration, and community members.
  • Ensure land-based planning initiatives are integrated across housing, infrastructure, capital projects, economic development, and cultural programming.
  • Support long-term planning related to land development, conservation, and resource use.

Funding, Proposals & Project Development

  • Identify, pursue, and secure funding opportunities related to land management, environmental stewardship, climate resilience, and community planning.
  • Lead the development of funding proposals, business cases, and project plans.
  • Oversee funded projects to ensure deliverables, reporting requirements, and timelines are met.
  • Coordinate with funders, government agencies, and partners to maintain positive working relationships.

Intergovernmental & Interdepartmental Coordination

  • Support Director of Band Services as the primary liaison between Tl’etinqox Government and external partners, including provincial/federal agencies, FNLM RC, consultants, and neighboring Nations.
  • Work collaboratively with TNG departments to ensure land and environmental considerations are integrated into organizational initiatives.
  • Represent Tl’etinqox Government at meetings, workshops, and negotiations related to lands and environment.

Environmental Stewardship & Land Operations Oversight

  • Oversee land stewardship, environmental monitoring, and land-based operations, including culturally significant sites.
  • Ensure compliance with environmental regulations, community laws, and cultural protocols.
  • Support sustainable land use practices, conservation initiatives, and land-based healing and cultural activities.
  • Monitor risks, environmental impacts, and operational issues and provide mitigation strategies.

Community Engagement & Cultural Stewardship

  • Lead community engagement processes related to land governance, planning, and environmental initiatives.
  • Work respectfully with Elders, knowledge holders, and community members to incorporate traditional knowledge into land management decisions.
  • Promote culturally appropriate and community-driven land stewardship practices.
  • Support capacity building and training for community members in land and environmental management.

Reporting & Accountability

  • Prepare reports, briefings, and recommendations for Director of Band Services, committees, and senior management.
  • Ensure accurate documentation, data collection, and reporting for all NEN initiatives.
  • Track performance metrics and continuously improve departmental effectiveness.
  • Perform other related duties as assigned.
  • Supervise and support NEN staff, including coordinators, caretakers, and seasonal staff.
  • Develop departmental work plans, priorities, and performance objectives aligned with Tl’etinqox Government strategic goals.
  • Prepare and manage NEN budgets; monitor expenditures and ensure accountability.
  • Establish policies, procedures, and standards related to land and environmental management.

Qualifications

  • Post-secondary diploma or degree in land management, environmental studies, natural resource management, planning, Indigenous governance, or a related field; or equivalent combination of education and experience.
  • Minimum 2-4 years of progressive experience in land management, environmental programs, or Indigenous governance, including supervisory or management experience.
  • Demonstrated experience with land code development, land use planning, or FNLM processes is a strong asset.
  • Experience developing and managing funding proposals and funded projects.
  • Strong understanding of Indigenous land governance, community planning, and environmental stewardship.
  • Excellent leadership, communication, negotiation, and project management skills.
  • Class 5 BC Driver’s License with a clean driver’s abstract (as per TNG fleet policy).
  • Ability to communicate effectively in English; knowledge of the Tsilhqot’in language is an asset.
  • High level of professionalism, cultural awareness, and integrity.

Work Conditions & Compensation

  • Standard work hours: 8:30 am to 4:30 pm, Monday to Friday, with flexibility required.
  • Combination of office, field, and community-based work.
  • Travel within Tl’etinqox territory and to external meetings may be required.
  • Physical activity related to site visits and fieldwork may be required.

Pay: $80,000.00-$95,000.00 per year
