About the Role

We are seeking an experienced Turnover Package Document Controller specialized in Alberta Oil Sands capital construction projects (CWB Level 1 will be an added advantage). This role is fully focused on quality document control, , and complete MDR / Turnover Package compilation & handover for major oil sands owners including Suncor, Cenovus, and Syncrude.

This is a core closing-phase position responsible for ensuring all construction quality records, discipline documents, redline drawings, and as-built packages are fully compliant, closed, verified, audit-ready, and formally handed over to the Client.

Key Responsibilities

1. Turnover Package & MDR Compilation (Core Duty)

- Build, organize, and finalize complete project Turnover Packages and MDR (Master Data Report) sets following oil sands client standard directory structure.

- Manage discipline-wise documentation: Civil, Mechanical, Piping, Structural, Insulation, and Coatings.

- Ensure full package consistency, correct pagination, naming convention, folder hierarchy, and client compliance.

2. QC Document Verification & Closure

- Review all field QC documents for completeness, signature compliance, data consistency, and technical accuracy.

- Verify material MTCs, factory test reports, , NDT reports, pressure testing records, and inspection checklists.

- Track and close all NCRs, Punch Lists, and outstanding quality deficiencies before final handover.

3. Drawing & As-Built Control

- Collect, log, and validate all site redline mark-ups, ECOs, and field change orders.

- Coordinate with drafters to finalize formal As-Built drawings and cross-verify alignment with actual construction and QC records.

4. EDMS & Project System Management

- Maintain all project documents

- Control document revision, obsolete outdated files, maintain master registers, and issue formal transmittals.

5. Client Audit & Handover Support

- Prepare all documentation ready for client audit, third-party review, and formal project closeout.

- Respond to client document queries, resolve deficiencies, and ensure 100% document acceptance.

6. Progress Reporting & Subcontractor Management

- Track document submission progress weekly.

- Train and supervise subcontractors on oil sands document standards to prevent mass rework.

Required Qualifications & Skills

1. Minimum 2+ years Canadian Oil Sands project experience specifically in Turnover / MDR document control.

2. Proven experience working directly for Suncor / Cenovus / Syncrude oil sands projects (mandatory).

3. Fully proficient in Aconex, Smart Completion, Bluebeam, advanced Excel registers.

4. Strong understanding of construction QC processes, welding docs, NDT, pressure test records, Civil/mechanical/Electrical/Instrumentation/Insulation discipline documentation.

5. Fluent professional English (reading/writing mandatory for client submission).

6. Extreme attention to detail, ability to handle large document volumes and strict deadlines.

7. Able to pass pre-employment drug & alcohol test and background check.

8. Valid Canadian work status (PR / Citizen only).

Preferred Experience

- Previous experience with oil sands civil foundation, structural, and mechanical package handover.
