Role Summary

The Senior GIS Technician is responsible for the development, management, analysis, quality control, and presentation of geospatial information supporting surveying, engineering, and energy and resource projects throughout British Columbia.

A primary focus of this position is the preparation of regulatory application mapping and spatial datasets for projects regulated by the BC Energy Regulator, including well sites, pipelines, facilities, access roads, rights-of-way, land interests, environmental constraints, and associated consultation and notification requirements.

The Senior GIS Technician works closely with professional land surveyors, Project Managers, CAD staff, field crews, engineers, environmental consultants, land professionals, and clients to transform survey, cadastral, environmental, and regulatory information into accurate, consistent, and submission-ready mapping products.

The successful candidate will have strong technical GIS capabilities, excellent attention to detail, sound judgment, and the ability to independently progress routine and moderately complex mapping deliverables using established company standards. The position requires the ability to identify missing, conflicting, or incomplete information and recognize when technical, cadastral, environmental, or regulatory matters require escalation to the appropriate professional discipline.

Duties & Responsibilities

  • Create, update, review, and quality-control GIS mapping products in accordance with company, client, and regulatory standards.
  • Prepare regulatory application mapping for BC energy projects, including application overview plans, access and route maps, consultation and notification maps, emergency planning zone mapping, and land and environmental constraint mapping.
  • Prepare and validate BCER spatial data submissions and shapefiles, including required geometry, attributes, naming conventions, and supporting information.
  • Prepare and quality-control consultation and notification mapping, including review of underlying parcel, title, charge, right-of-way, tenure, facility, and other land-interest information within applicable consultation and notification radii.
  • Identify and tabulate affected landowners, interest holders, stakeholders, facilities, and relevant proximity information, and ensure applicable interests are accurately represented in mapping and supporting tables.
  • Review legal plans, title information, registered charges, rights-of-way, tenures, and supporting land documents, and accurately incorporate their spatial extent and associated interest information into GIS and regulatory mapping.
  • Identify incomplete, conflicting, or non-spatial land records and escalate items requiring professional land survey, environmental, land, or regulatory interpretation.
  • Complete project startup reviews using BCER, provincial, cadastral, environmental, and resource datasets, and identify information that must be carried into application mapping and title blocks.
  • Integrate survey calculations, CAD linework, legal-plan information, lease boundaries, pipeline alignments, temporary workspaces, access routes, and other project geometry into GIS mapping products.
  • Maintain consistent mapping standards across project packages, including symbology, labels, legends, notes, scales, title-block information, and template use.
  • Work with BCER, GeoBC, DataBC, ParcelMap BC, Crown land, environmental, cadastral, and other applicable provincial and industry datasets.
  • Apply a working understanding of British Columbia cadastral systems, including the Peace River Block and Dominion Land Survey system, when supporting northeast BC projects.
  • Identify and resolve spatial-data discrepancies and maintain accurate, organized, and traceable GIS source information and project files.
  • Provide GIS and mapping support to Project Managers, surveyors, engineers, CAD staff, field crews, environmental consultants, and other project team members throughout the project lifecycle.
  • Contribute to the development and improvement of GIS procedures, templates, automation, quality-control processes, and standardized workflows.
  • Prepare mapping and spatial-data packages for client review, regulatory submission, field use, and internal project coordination.
  • Other related duties as required.

Qualifications

  • Diploma or degree in Geographic Information Systems, Geomatics, Surveying, Geography, Environmental Science, or a related discipline preferred. Equivalent relevant experience may also be considered.
  • Minimum 3+ years of relevant GIS or production-mapping experience, preferably in an engineering, surveying, energy, land, or resource consulting environment.
  • Strong proficiency in QGIS and/or Esri ArcGIS Pro, with the ability to efficiently create, edit, manage, analyze, and present geospatial information.
  • Demonstrated experience preparing GIS and regulatory mapping for energy and resource projects in British Columbia is strongly preferred.
  • Experience supporting BCER-regulated well-site, pipeline, facility, access, land, or related applications is considered a significant asset.
  • Familiarity with BC Energy Regulator application mapping requirements, AMS spatial submissions, consultation and notification mapping, and applicable BCER spatial-data standards is preferred.
  • Familiarity with BCER, GeoBC, DataBC, ParcelMap BC, Crown land, environmental, and resource datasets.
  • Working knowledge of British Columbia cadastral and land-survey information, including legal descriptions, legal plans, sections, legal subdivisions, rights-of-way, road allowances, parcels, charges, and land interests.
  • Familiarity with the Peace River Block and Dominion Land Survey system is considered a strong asset.
  • Ability to review and interpret legal plans, title-related documents, registered charges, rights-of-way, and associated land records sufficiently to support GIS mapping and land-interest representation.
  • Working knowledge of AutoCAD or other CAD-based mapping environments and an understanding of how survey and CAD information is transferred into GIS.
  • Experience working with common spatial data formats, including shapefiles, geodatabases, imagery, raster surfaces, and web-based GIS services.
  • Experience with GIS automation or scripting using Python, ModelBuilder, QGIS processing tools, or similar technologies is considered an asset.
  • Working knowledge of relational or spatial databases and SQL is considered an asset.
  • Proficiency with Microsoft Office and general computer applications.

Qualities

  • Strong attention to detail and a methodical, consistent approach to managing and presenting spatial information.
  • Strong cartographic skills and experience working in a production-mapping environment.
  • Ability to independently progress mapping deliverables from established standards and project information while recognizing when technical or regulatory questions require escalation.
  • Strong organizational and time-management skills, with the ability to manage multiple projects and shifting priorities.
  • Strong analytical and problem-solving skills, with the ability to identify, investigate, and resolve spatial-data inconsistencies.
  • Sound judgment when interpreting complex, incomplete, or conflicting spatial information.
  • Ability to distinguish between information that can be compiled from available project data and information that must be supplied or confirmed by another technical discipline.
  • Strong communication skills and the ability to work effectively with Project Managers, surveyors, engineers, CAD staff, environmental consultants, land professionals, clients, contractors, and field personnel.
  • Ability to work independently while contributing effectively to a multidisciplinary team.
  • Ability to efficiently incorporate technical review comments and apply required revisions consistently across related mapping deliverables.
  • Receptive to feedback and committed to continuous improvement of technical skills, processes, and mapping standards.
  • Reliable, organized, and committed to producing accurate, high-quality work.
  • Willingness to work additional hours or weekends when project deadlines require it, with reasonable notice.

Pay: $38.00-$55.00 per hour

Expected hours: 40.0 per week
