Why this role matters

Build Nova Scotia is seeking a seasoned leader to drive the delivery of complex, high‑profile infrastructure projects that create lasting value for Nova Scotians. The Senior Director, Project Delivery will lead multidisciplinary teams, shape delivery approaches, and ensure public investments are executed with excellence, integrity, within budget, on time and with a focus on public impact.


Responsibilities

What you will do

Lead project delivery across the full lifecycle

  • Direct multidisciplinary teams through design, procurement, construction, commissioning, and turnover.
  • Define and own project scope, goals, deliverables, and success criteria with internal and external partners.
  • Ensure projects are delivered on time, on budget, and in compliance with regulatory and policy requirements.

Build and scale flexible delivery teams

  • Structure delivery units that scale and adapt to sector needs across housing, institutional buildings, marine infrastructure, connectivity, and land, parks, and ports.
  • Set delivery methodologies, resource plans, and capability development to meet portfolio demand.

Drive stakeholder and contract outcomes

  • Foster collaborative, collegiate relationships with government partners, clients, regulatory agencies, consultants, and contractors.
  • Oversee consultant and contractor performance to align scope, schedule, budget, and quality commitments.
  • Communicate project status, milestones, and risks clearly to executives and stakeholders; partner with the PMO on reporting.

Own risk, quality, and change governance

  • Implement rigorous project governance, risk mitigation, and change control across the portfolio.
  • Identify, assess, and manage technical, financial, and regulatory risks; lead regular audits and continuous improvement of delivery standards.
  • Develop high performing teams
  • Lead, mentor, and develop project teams to foster a collaborative, inclusive, and accountable culture.
  • Remove obstacles, resolve conflicts, and create clear roadmaps for team and individual success.

Qualifications

Who you are

Education and experience

  • Bachelor's degree in Engineering; Master's degree in business, public administration, engineering, or related field preferred.
  • 10+ years of progressive leadership in project delivery for complex infrastructure programs, including experience with collaborative design‑build models.

Technical and sector expertise

  • Proven track record delivering portfolios that include marine, institutional, housing, public spaces, and connectivity projects.
  • Strong financial acumen and experience analysing engineering and financial reports.

Leadership and behaviours

  • Strategic, trusted partner who builds effective relationships with staff, government clients, and executive leadership.
  • Builder of high performing teams who assesses strengths, addresses gaps, and sets clear expectations.
  • Exceptional communicator with political acuity and the ability to represent Build Nova Scotia in high‑profile settings.
  • Process driven and highly organized with strong judgment and adaptability in complex environments.

Pay Grade: NSL-17

Salary Range: $4,844.32 - $6,660.94 Bi-Weekly

Salary Placement: The placement of a new hire into the salary range is based on an objective salary rating process. This process will assess the knowledge, skills and overall qualifications of a candidate along with internal equity to determine appropriate compensation placement. Each pay grade has established steps, and new hires cannot exceed certain maximums which are outlined in the Compensation Framework. The final compensation for this position will be determined based on these factors.
