Job Title: Director of Programs and Operations

Reports To: Executive Director

Department: Administration

Position Overview

Harvest House Atlantic is seeking a seasoned, execution-focused leader to serve as Director of Programs & Operations. This senior leadership role is responsible for the oversight, alignment, and performance of all core programs and operational functions across the organization.

Reporting directly to the Executive Director, the Director will lead a team of Managers and oversee the day-to-day operations of housing, frontline services, recovery programs, facilities, and IT. This role ensures that programs are delivered with excellence, accountability, and measurable impact, while fostering a healthy, high-performing culture.

This position is critical to strengthening organizational effectiveness, improving staff alignment, and enabling continued growth

For over 26 years, Harvest House Atlantic, located in Moncton, New Brunswick, has supported individuals experiencing homelessness, addiction, and complex life challenges. Through a continuum of care that includes emergency shelter, supportive housing, recovery programs, and community-based services, the organization works to create pathways toward stability and long-term transformation. Harvest House Atlantic is a growing organization with expanding programs and a strong commitment to continuous improvement and community impact.
This role is central to ensuring operational excellence, strengthening team performance, and advancing the organization’s impact in the community.

Scope of Responsibility

The Director of Programs & Operations will have oversight of the following areas:

  • Housing & Front-Line Services
  • Recovery Programs (Men’s and Women’s)
  • Prevention & Diversion programming
  • Facilities & Maintenance
  • Information Technology (IT)

Key Responsibilities

Operational Leadership

  • Provide leadership and oversight of all program and operational areas
  • Ensure consistency, quality, and effectiveness across all services
  • Lead regular operations meetings and drive alignment across teams
  • Address operational challenges in a timely and solutions-focused manner

Leadership & Team Management

  • Directly supervise Managers and team leads across multiple departments
  • Establish clear expectations, performance metrics, and accountability structures
  • Support leadership development within the management team
  • Address performance issues with clarity, consistency, and professionalism

Program Performance & Outcomes

  • Develop and monitor key performance indicators (KPIs) across all programs
  • Track outcomes such as housing stability, program completion, and client engagement
  • Use data to inform decision-making and continuous improvement
  • Ensure accurate and timely reporting of program outcomes

Systems, Processes & Compliance

  • Ensure policies, procedures, and operational standards are implemented and followed
  • Support accreditation and quality assurance initiatives
  • Strengthen internal systems to improve efficiency, consistency, and accountability

Cross-Functional Collaboration

  • Work closely with Finance, HR, and Development to align operations with organizational priorities
  • Support budget management and resource allocation across programs
  • Contribute to organizational planning and strategic initiatives

Strategic Execution

  • Translate organizational priorities into clear operational plans
  • Support the Executive Director in executing strategic initiatives
  • Identify opportunities for program improvement, growth, and innovation

  • Maintenance Lead
  • IT Lead

Qualifications & Experience

  • Minimum 7 years of leadership experience in operations, social services, or a related field
  • Demonstrated experience leading leaders (Managers or equivalent roles)
  • Proven ability to manage complex operations and improve team performance
  • Experience in housing, homelessness, recovery, or community-based services is considered an asset
  • Strong understanding of program delivery, accountability frameworks, and performance management
  • Post-secondary education in a relevant field is preferred; equivalent experience will be considered
