Job Description

POSITION SUMMARY

The Database Application Specialist II provides comprehensive systems analysis and design support for the County’s SAP landscape, spanning S/4HANA on‑premise and SAP RISE environments, as well as all associated middleware, custom developments, enterprise systems, and integrations. In this role, you will collaborate with internal teams (e.g. Functional Analysts, Infrastructure, Security) and external vendors during project implementation, delivering programming support, troubleshooting, and operational support for SAP integration pipelines, custom ABAP enhancements, SAP configuration, Fiori/UI5 applications, and County applications. Responsible for the overall technical management of large and complex SAP integration landscapes, including maintaining system security, authorized access, and business continuity measures. This position reports to the SAP System Supervisor and works closely with the SAP Integration & Solutions Architect and business partners to translate business requirements into scalable, maintainable technical solutions.

In this hands‑on role, you will participate in the full development lifecycle, translating functional requirements into technical designs and implementing solutions, executing unit and integration tests, and promoting code through Sandbox, DEV, QA, and Production landscapes. You will also support BASIS activities including transport management, system monitoring, and patching, and collaborate with functional leads to support, configure and validate SAP module configurations (HCM, MM, PM, RE, FI/CO) integrations, and County applications.

DUTIES AND RESPONSIBILITIES (not listed in order of priority)

System and Integration Development:
Develop and configure County applications, SAP ABAP solutions, Fiori/UI5 applications, AI/ML, BTP applications, RAP, CAP, oData services, and CDS Views to meet complex business requirements across multiple modules (HCM, MM, PM, RE, FI/CO)
Design, build, and maintain flows, real‑time and batch integrations using SAP BTP/CPI, IDocs, RFCs, SOAP/REST APIs, and middleware tools to connect SAP S/4HANA with third‑party applications and legacy systems.
Support and configure Fiori Launchpad roles, catalogs, groups, and tiles; develop intuitive UI5/Fiori applications and custom floorplans that adhere to SAP Fiori design guidelines.
Support the creation of high-performance, highly reliable applications and database systems; proactively monitor and adjust to ensure adherence to specified performance metrics.
Systems Analysis and Requirement Elicitation:
Lead systems Analysis and design initiatives by gathering, refining, analyzing and documenting technical and business requirements from diverse stakeholders. Support the modeling of current business processes, identifying areas for improvement (LEAN), and aligning solutions with business objectives.
Collaborate with business users to define requirements, ensuring effective and user-friendly SAP solutions and workflows.
Assist with feasibility studies, ensuring optimal alignment between data solutions and strategic objectives, and support the design of user-friendly applications.
SAP Security & Authorizations:
Support and participate in system installation, configuration, patching, upgrades, and transport management for multiple landscapes (Sandbox, DEV, QA, PRD), ensuring optimal performance, stability, and security.
Support and enforce role‑based access controls, authorization objects, SSO/SAML configurations, and segregation‑of‑duties frameworks in collaboration with Security and Audit teams.
SAP BASIS knowledge and experience are assets.
Custom Development & Enhancement:
Implement BTP, CDS Views, ABAP OO, BADI, oData, enhancement point, user‑exit, and enhancement spot to extend SAP standard functionality and meet unique business requirements.
Provide programming expertise and guidance on best practices in the design and development of SAP systems and interfaces with integrated applications using ABAP, SAP oData Services, CDS Views, AI/ML, Groovy and APIs within the County’s technical environment (SAP, BTP/CPI, BAS, Web IDE, etc.).
Module Configuration & Support:
Perform configuration and testing activities for core SAP modules (HCM, FI/CO, MM, PM, RE), and integrated SAP applications, translating functional requirements into configuration settings and coordinating functional-to-technical handoffs.

Troubleshooting & Operational Support:
Coordinate escalation procedures for high-severity incidents, perform root-cause analysis and implementing preventive and proactive measures and drive continuous improvement to reduce recurring incidents.
Ensure proactive incident management, managing operational tickets, and delivering stable database, application, integration and SAP environments.
Investigate and resolve operational issues, data discrepancies, and performance slowdowns.

Performance Tuning, Optimization & Monitoring:
Analyze and optimize ABAP code, SQL scripts, CPI, and HANA database models (CDS Views, Calculation Views) to improve transaction throughput, reduce runtime, and manage system load
Support the ongoing stability, efficiency, and scalability of SAP and corporate systems through proactive tuning and timely maintenance and lead performance tuning sessions, ensuring enterprise-wide solutions meet or exceed service-level objectives.
Utilize monitoring solutions to proactively track system health, forecast growth, and plan hardware or landscape expansions.
Monitor and optimize SAP data flows, addressing synchronization or compatibility issues that arise

Testing & Code Promotion:
Follow established version control and deployment procedures when implementing new features or changes. Support code reviews, adhere to release cycles, and document all updates to maintain a stable production environment.
Coordinate and conduct with functional, unit, UAT and pilot testing for applications, workflows, integrations, and 3rd party systems to ensure compliance with requirements. Collect user feedback and collaborate with development teams to fine-tune features and address issues before production deployment.
Data Migration & Conversion:
Plan and execute data migration strategies using LSMW, BODS, or custom ABAP programs; perform data mapping, cleansing, validation, and reconciliation for master and transactional data
Documentation & Knowledge Transfer:
Create and maintain comprehensive technical design documents, interface specifications, runbooks, and operational manuals to support maintenance and knowledge transfer.
Develop and maintain comprehensive technical documentation, including runbooks, BPPs (Business Process Procedures), SOPs (Standard Operating Procedures), and user manuals for SAP and its applications, integrations, workflow processes, and solutions.
Lead knowledge-sharing sessions and training workshops, ensuring that system functionalities are communicated effectively to both technical and non-technical audiences.
Cross‑Functional Collaboration:
Partner with Infrastructure, Security, Networking, and Business teams to align SAP solution designs with enterprise architecture, data governance, and ITSM processes.
Ongoing Technology Awareness, Innovation & Continuous Improvement:
Stay current with SAP’s roadmap (e.g., S/4HANA Cloud innovations, next‑gen Fiori enhancements, AI/ML tools, RPA, etc.), evaluate emerging technologies, and pilot POCs to drive digital transformation.
Share new findings or trends with the team to foster continual growth and improvement.
Adherence to Confidentiality & Compliance:
Ensure confidentiality and secure access of corporate data used in assessing / supporting systems including financial, human resources, payroll, social services and health records.
Comply with Provincial and County occupational health and safety legislation, regulations, policies and procedures.
Maintain confidentiality in accordance with the Municipal Freedom of Information and Protection of Privacy Act.
Other Duties as Assigned:

EDUCATION, TECHNICAL SKILLS AND CERTIFICATION
A university degree in Computer Science, Software Engineering, Information Technology, Computer Programming, or related discipline or equivalent combination of education and experience. This job may be considered for educational equivalency in accordance with County Policy.
SAP certifications such as SAP Certified Development Associate – ABAP with SAP NetWeaver, SAP Certified Technology Associate – SAP S/4HANA System Administration, Fiori or BTP/CPI certifications are highly desirable
In‑depth knowledge of SAP S/4HANA (preferred) or SAP ECC architecture, HANA database administration, and RISE with SAP best practices.
Proficiency in multiple core technologies and frameworks (ABAP, Azure or other Cloud Service Provider, SAP-Netweaver, .NET, Service Oriented Architecture, Python, PowerShell, XML, JSON, JavaScript, REST, oData, Fiori/UI5, Node.js, Groovy, SAP BTP, SAP CPI (or other middleware technologies, etc.).
Expertise in DevOps and CI/CD processes, source code management (Git, Azure DevOps, ABAP Development tools, etc.), and productionizing applications, dashboards, and source code.
Experience and Knowledge of SAP modules such as HCM, MM, PM, RE, and FI/CO, and Scheduling/Time Management Systems, E-Recruiting Systems, Talent Management, ESRI, Salesforce, SharePoint and similar Enterprise Systems would be considered an asset.
Understanding of Project Management and/or Agile principals and frameworks preferred
Leadership skills required to manage multiple projects tasks and lead / facilitate cross-departmental project teams.
Strong problem-solving and critical thinking skills for diagnosing complex system issues and designing high-impact solutions.

EXPERIENCE
Seven (7) years of experience in the information technology field developing and maintaining complex corporate ERP or database systems and associated server platforms, web-enabled applications, in a large corporate setting.
At least five (5) years extensive experience in SAP ECC 6 or S/4HANA development, configuration, administration, and optimization.
Strong expertise in configuring SAP Business Technology Platform (BTP) and Cloud Platform Integration (CPI); Proficient in ABAP programming (Five (5) years’ experience) and Fiori / UI5 App Development (Two (2) to Three (3) years’ experience), oData Services, CDS Views, and other core SAP technologies
Hands‑on experience with modules HCM, MM, PM, RE, and FI/CO, including configuration and integration.
Experience with working with testing automation tools or Robotic Process Automation (RPA) tools (Worksoft or similar tool)
Demonstrated ability to architect and lead end‑to‑end SAP solutions, guide technical teams, and deliver complex projects.
Demonstrated success mentoring staff or cross-functional teams, aligning solutions with business needs, and delivering robust, scalable data outcomes.
Experience utilizing and Managing Source Code Tools (Git, Azure DevOps, ABAP Development tools, etc.) and utilizing Deployment Pipelines (CI/CD) to productionize applications, reports, dashboards and source code.
