Position Scope

Estimating Manager, Commercial Construction (P.Eng)

The Estimating Manager, Commercial Construction (P.Eng) is responsible for preparing, developing, and validating accurate, timely, and competitive cost estimates for commercial renovation and commercial new construction projects, including complex, multi-million-dollar bid opportunities for municipal, institutional, and private-sector clients. The role provides senior-level pre-construction expertise, combining professional engineering judgment with disciplined estimating practices to support sound bid decisions, margin protection, and sustainable growth.

The role evaluates drawings, specifications, site conditions, procurement requirements, and contractual terms to determine total project costs, including labour, materials, equipment, subcontractors, overhead, contingencies, and appropriate risk allowances. Independent professional judgment and rigorous commercial analysis are applied to ensure pricing strategies align with market conditions, organizational standards, and client expectations.

As a senior, client-facing position, the role represents the organization in pre-construction discussions with owners, municipal and institutional representatives, architects, consultants, developers, and industry partners. The position leverages an established professional network within the local and regional construction market to support early engagement opportunities, inform market intelligence, strengthen bid positioning, and contribute to business development activities aligned with organizational strategy.

The role is hands-on in the preparation and validation of estimates and is expected to be highly proficient in industry-standard estimating software, digital take-off tools, and procurement platforms. As the organization grows, the position is expected to contribute to the development, oversight, and coordination of estimating and pre-construction services, including guiding internal or contract estimating resources and supporting consistent, high-quality estimating practices across the organization.

This position plays a critical role in supporting profitable and sustainable growth by combining senior-level estimating expertise, professional engineering accountability, strong external relationships, and effective market engagement to deliver competitive, accurate, and well-governed commercial construction estimates.

Key Responsibilities and Duties1. Financial Stewardship and Performance (Financial Perspective)

  • Execute commercial estimating activities to ensure approved financial targets are achieved, supporting competitive, on-time, and commercially sound bid submissions.
  • Prepare, review, and manage detailed cost estimates, schedules, and supporting documentation for commercial renovation and new construction projects, including complex, multi-million-dollar bids.
  • Apply sound professional and commercial judgment in the evaluation of scope, pricing, contingencies, allowances, and risk exposure to protect margin and manage downside risk.
  • Analyze subcontractor and supplier pricing using current market intelligence and professional relationships to ensure scope completeness, value optimization, and alignment with prevailing market conditions.
  • Support bid strategy development and go/no-go decisions through clear financial analysis, pricing rationale, and risk commentary.

2. Client Value and Market Reputation (Customer Perspective)

  • Serve as a senior, client-facing pre-construction representative, maintaining strong professional relationships with municipal, institutional, and private-sector clients, consultants, developers, and industry partners.
  • Leverage an established local construction network to identify early-stage opportunities, support relationship-based business development initiatives, and enhance the organization’s visibility and credibility in the market.
  • Provide credible, value-driven cost, constructability, and risk input during pre-construction discussions, establishing technical and commercial parity with external counterparts.
  • Support early-stage project identification through budgeting support, feasibility analysis, and pricing guidance that informs client decision-making.
  • Reinforce the organization’s market reputation through reliable, transparent, and solution-oriented engagement throughout the pre-construction process.

3. Operational Excellence and Risk Management (Internal Process Perspective)

  • Apply disciplined estimating methodologies, standardized workflows, and documentation practices to ensure consistency, accuracy, defensibility, and auditability.
  • Ensure effective use of organizational systems, estimating software, digital take-off tools, and procurement platforms to support efficient and scalable estimating operations.
  • Maintain organized estimating records, cost databases, and historical data to support benchmarking, post-bid review, and continuous improvement initiatives.
  • Identify and implement improvements to estimating processes, tools, templates, and data management practices to enhance efficiency, quality, and reliability.
  • Support structured bid reviews and post-project analysis to confirm outcomes, capture lessons learned, and strengthen future estimating performance.

4. Leadership, People, and Organizational Development (Learning and Growth Perspective)

  • Maintain an ongoing commitment to professional development, including continued advancement of technical, commercial, and industry knowledge consistent with P.Eng professional obligations.
  • As the estimating and pre-construction function evolves, provide leadership, mentorship, and technical guidance to internal or contract estimating resources supported by the position.
  • Share market insights, relationship intelligence, and best practices with internal teams to strengthen organizational understanding of client expectations and competitive positioning.
  • Collaborate with senior leadership to support succession planning, workforce development, and the long-term sustainability of the organization’s commercial estimating capability.
  • Model professional conduct, accountability, and continuous improvement, contributing to a high-performance and externally engaged pre-construction culture.

Pay: $100,000.00-$125,000.00 per year
