Full job description
Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.
At Metrolinx, equity, diversity and inclusion are essential to living our values of serving with passion, thinking forward and playing as a team.
CPG’s workforce is made up of driven and dedicated professionals who care deeply about working together to deliver infrastructure and make a positive impact in our communities. Join us as we build a knowledgeable and collaborative team that courageously changes how transit projects will be delivered.
Our Capital Projects Group, Environmental Programs and Assessment Division is seeking a Junior Project Coordinator to join our team to coordinate the relationship between the various consultants, contractors and stakeholders on infrastructure projects requiring Environmental approvals, mitigation and reporting, to coordinate the mitigation requirements of environmental assessments, and represent the interests of Metrolinx on-site.
What Will I Be Doing?
- Assist in the Planning, management, documentation and oversight of contractor/consultants work, to ensure environmental compliance with Environmental Assessment Requirements developed through the Transit and Rail Project Assessment Process (TRPAP), Class Environmental Assessments (EA), and Impact Assessment Act (IAA) and report internal user group requirements through all project stages, such as the preparation of environmental assessment documents, mitigation reports, project studies, design reports, sustainable development reports, accessibility reports, contract specifications and construction administration.
- Review internal and external environmental assessments for content, coordination requirements, and impacts to Metrolinx programs/projects, and monitor environmental sustainability developments.
- Review, interpret and apply new codes, guidelines and legislation impacting environmental compliance and convey this information in writing to relevant internal stakeholders.
- Monitor and report on contractor/consultant adherence to contract terms of reference, and compliance with MECP and Conservation Authority guidelines, and assist in the development and application of corrective measures.
- Ensure TRPAP, Class EA, and CEAA screening report conditions are achieved, and reporting requirements documented for submission, to achieve project compliance.
- Coordinate the environmental mitigation and reporting aspects of projects through all stages of environmental assessment, design, due diligence and construction in terms of function, quality schedules and approvals in co-ordination with external and internal authorities.
- Ensure compliance of consultant agreements and construction contracts as they pertain to environmental assessment, mitigation and reporting of Metrolinx infrastructure expansion projects.
- Identify, develop, and recommend physical infrastructure programs with respect to environmental mitigation approvals, adhering to mitigation requirements and potential on site mitigation improvements.
- Develop, conduct and recommend mitigation standards and procedures requirements for new technology in Environmental Assessments and in capital works projects. Gain experience and knowledge in all aspects of environmental compliance for Metrolinx projects across various stages of the project including noise and vibration, air quality, spill prevention, soil contamination, erosion and sediment control, ecology, archaeology, cultural heritage, and storm water management.
What Skills and Qualifications Do I Need?
- A college diploma in Planning/Environmental Management/Environmental Science or Environmental/Civil Engineering, or an equivalent combination of education, training and experience providing a thorough knowledge of the theories and practices of environmental engineering. Must successfully complete environmental, safety and any other training and certification required by corporate policy.
- Minimum 2 years experience related to environmental assessments and compliance within the planning, design and construction of transit facilities, interpreting and applying contract plans and specifications and coordinating contracted engineering projects.
- Thorough knowledge of the theory, principles and practices of environmental and civil engineering.
- Knowledge of project management including cost control, scheduling, codes, standards, specifications, corporate policies and procedures and applicable environmental legislation.
- Thorough understanding of environmental legislation including the Impact Assessment Act, Environmental Assessment Act and Transit and Rail Project Assessment Process.
- Proficiency in the use of project management software and computer applications is essential.
- Thorough understanding of environmental due diligence studies such as ecology, cultural heritage, archaeology, air quality, soil and groundwater, noise and vibration, land-use, socio-economic, geomorphology, and stormwater management is an asset.
- Excellent written and oral communication skills, ability to work independently, strong interpersonal and negotiating skills and analytical ability are a must.
- Must successfully complete environmental, safety and any other training and certification required by corporate policy.
- Regular site visits are required during working hours and occasional visits during evenings, weekends and/or holidays.
- Site visits may involve exposure to different levels of construction at stations, parking lots, platforms, grade separations, and railway/transit corridors along with climbing ladders and scaffolding and exposure to inclement weather. Must have a valid Ontario “G” Driver’s License and be experienced and comfortable with operating a vehicle for travel to and from sites and off-site meetings. A valid Ontario “G” license driver’s abstract will be collected at the time of hire.
