Tsartlip First Nation
Children, Youth and Families Program Manager
The Tsartlip First Nation is pleased to invite applicants to apply to the permanent, full-time Children, Youth and Families Program Manager position.
The Children, Youth and Families (CYF) Program Manager (Manager) oversees the development, delivery and management of programs designed to enhance the emotional, social, developmental or mental health and wellbeing of children, youth and their families.
The Manager operates under the direct supervision of the Director of Community Services (Director).

The salary for this position is starting at $88,000 per annum.
Education and Experience
· A Bachelor’s Degree in Social Work, Child and Youth Care, Counselling, or another relevant human services field is preferred; a Master’s degree is considered an asset;
· Minimum of 3–5 years of progressively responsible experience managing programs and services that support children, youth, and families, including staff supervision, budgeting, and reporting;
· A combination of education, training, and experience equivalent to the above will be considered;
· Demonstrated knowledge of First Nations child and family well-being, prevention, and family support programs, including an understanding of applicable provincial and federal frameworks;
· Criminal (Vulnerable sector) Reference Check required.
Duties and Responsibilities
· Manage the delivery of CYF programs to ensure services meet safety, quality, and compliance requirements;
· Assess program needs and implement program plans aligned with community priorities and funding requirements;
· Manage ISC Prevention Fund initiatives, including budgeting, service planning, reporting, compliance monitoring, and coordination of prevention-focused supports and services for children, youth, and families.
· Establish and monitor service delivery standards and ensure consistency across all program areas;
· Monitor program performance and implement corrective actions where required;
· Oversee the management of complex family prevention and child protection cases;
· Review and approve case plans to ensure risks are identified and mitigated and that child safety is maintained;
· Ensure responses to child protection concerns are conducted in accordance with established protocols and legislation;
· Direct and monitor crisis response processes, including after-hours coverage requirements;
· Intervene in high-risk or escalated cases as required;
· Executes CYF Program human resource related initiatives for excluded and unionized (covered under a BCNU collective agreement) employees including staff selection (regular and contractors), setting strategies and objectives, prioritizing work;
· Supervise staff by assigning work, setting expectations, and monitoring performance;
· Conduct performance evaluations and address performance issues in accordance with HR policies;
· Ensure staff follow case management standards, documentation requirements, and service protocols;
· Provide direction to staff on complex cases and operational decisions;
· Support staff development through training, coaching, and performance planning;
· Conducts research and prepares funding proposals; RFP’s, ensures programs and services are adequately funded and that reports required by any funding or partner agencies are completed and forwarded as per agreed to format, timelines and contract requirements, as applicable;
· Develop and manage program budgets in collaboration with the Director and CFO;
· Prepare and submit required reports, including program updates, statistics, and funding reports;
· Develop and implement annual work plans aligned with program goals and funding agreements;
· Ensure program activities and reporting requirements meet funding and contractual obligations;
· Ensure compliance with all applicable policies, procedures, legislation, and governing requirements;
· Identify policy gaps and contribute to policy development and updates;
· Monitor program activities for risk and take corrective action where required;
· Report significant issues, risks, and incidents to the Director;
· Maintain working relationships with internal departments, external agencies, and community partners;
· Coordinate service delivery with health, wellness, and social development programs and external partners (e.g., MCFD);
· Participate in meetings related to program delivery, partnerships, and operational requirements;
· Develop and maintain relationships with community Elders, families, leadership and knowledge keepers, seeking direction and guidance as and when required;
· Monitor service delivery outcomes and implement improvements to programs and processes;
· Ensure documentation, reporting, and file management standards are consistently met;
· Conduct regular case reviews and team debriefs to ensure quality and compliance;
· Maintain confidentiality and ensure staff adhere to confidentiality requirements;
· Ensure adherence to workplace safety policies and procedures;
· Perform other duties assigned by the Director that are directly related to program management.
· Presents a professional, positive and helpful attitude at all times;
· Promotes a safe work place; ensures that all established safety procedures are followed;
· Carries out other duties essential to the position as directed by the Director.
