Project Manager / Estimator – Civil Construction

Location: Lillooet, BC
Job Type: Full-time, Permanent
Salary: $120,000–$140,000 per year
Hybrid: May be considered for the right candidate

Our client, an established civil contractor entering a significant period of growth, is seeking an experienced Project Manager / Estimator to lead civil construction projects from estimating and tendering through execution and closeout.

This is a hands-on role for someone with strong experience in both civil estimating and project management. You will work on projects ranging from approximately $500,000 to $50 million, including earthworks, roadworks, hydro and transmission-related work, access construction, utilities, and other civil infrastructure.

You will also have the opportunity to help improve estimating and project management systems and processes as the company continues to grow.

What You’ll Do

  • Identify and evaluate new civil construction and public tender opportunities.
  • Review drawings, specifications, tender documents, geotechnical reports, and project requirements.
  • Complete quantity takeoffs and prepare detailed estimates for labour, equipment, materials, subcontractors, overhead, contingency, and markup.
  • Obtain and evaluate subcontractor and supplier pricing.
  • Prepare pricing and tender submissions.
  • Conduct site visits and pre-bid reviews.
  • Manage awarded projects from handover through execution and closeout.
  • Develop schedules and coordinate crews, equipment, subcontractors, materials, and project resources.
  • Provide project-level direction and oversight to the field supervisor/foreman.
  • Anticipate project staffing and resource requirements.
  • Manage project budgets, cost forecasts, change orders, and project documentation.
  • Coordinate project information and progress billing with finance.
  • Liaise with clients, engineers, consultants, project partners, utilities, and other stakeholders.
  • Help improve estimating and project management systems, processes, and tools.

What You Bring

  • 5+ years of civil construction experience encompassing both estimating and project management responsibilities.
  • Strong experience with earthworks, roadworks, site servicing, utilities, access construction, or related civil infrastructure.
  • Proven experience managing civil construction projects ranging from approximately $500,000 to $50 million.
  • Strong knowledge of civil construction methods, equipment, productivity, project costing, budgets, and schedules.
  • Ability to read and interpret civil drawings, specifications, engineering documents, and contracts.
  • Experience with cost control, change management, field coordination, and client relationships.
  • Strong Microsoft Excel and general computer skills.
  • Strong communication, organization, leadership, and commercial judgment.
  • Diploma or degree in Civil Engineering, Civil Engineering Technology, Construction Management, Project Management, or a related discipline, or equivalent trade and field experience.
  • Valid BC Class 5 Driver’s Licence and clean driving abstract.
  • Legally entitled to work in Canada.

Assets

  • BC Bid or other public-sector tendering experience
  • MMCD and CCDC knowledge
  • Hydro, utility, transportation, or road maintenance project experience
  • AScT, CET, Gold Seal, PMP, or another relevant professional designation
  • Previous experience working with an Indigenous-owned business, First Nations communities, or community infrastructure projects

Work Location

The preferred location for this position is Lillooet, BC, with regular travel to active project sites.

For a strong candidate, a hybrid arrangement may be considered, including someone based in Kamloops who can travel to Lillooet and project sites as required. Relocation support may also be discussed.
