Connective is a non-profit organization delivering a range of social services, with over 1,300 employees across three service delivery regions — Lower Mainland & Yukon, Interior BC & South Fraser, and Northern BC & Vancouver Island — Connective is committed to providing high-quality, person-centred programs and services to the communities we serve.
We are in an exciting period of transformation. As part of a broader HR restructure, we are building a strategic HR function anchored in the Ulrich three-pillar model. The Talent Acquisition Lead is one of the most important roles in this transformation — the person who will build and own the talent acquisition function from the ground up.
This is a rare opportunity to build something that does not yet exist. Connective's current recruitment model is distributed, reactive, and transactional. The result has been an average time to fill of 59 days, with several critical roles sitting vacant for six months or more in 2025.
The Talent Acquisition Lead will change that. This role will design and own Connective's recruitment function end to end; from strategy and sourcing through to hiring manager capability and employer brand. You will work alongside HR Business Partners embedded in each service delivery region, and you will build a team as the function matures.
LOCATION
Hybrid, British Columbia.
STATUS AND CLASSIFICATION
Exempt. This position is open to applicants of all genders.
HOURS
40 hours per week; Monday to Friday, 0830-1630.

The salary range for this position is $87,000 to $108,700. Annual salary will be negotiated based on experience and qualifications. This role will also be eligible for Connective's comprehensive benefits package.

Talent Acquisition Strategy
- Design and own Connective's end-to-end talent acquisition strategy, including sourcing, assessment, offer management, and onboarding handoff
- Develop a 12-month talent acquisition plan covering all open and anticipated roles across the organization
- Build proactive talent pipelines for high-volume and hard-to-fill roles, particularly in front-line service delivery
- Establish and maintain Connective's employer brand positioning to improve candidate quality and reduce time to fill
- Own and continuously improve recruitment metrics; time to fill, cost per hire, offer acceptance rate, quality of hire
- Build genuine partnerships with hiring managers across all three service delivery regions and corporate functions
- Design and deliver hiring manager capability programs, structured interviewing, assessment calibration, inclusive hiring practices
- Support hiring managers to make the final hiring decision, the TA Lead owns the process, the hiring manager owns the outcome
- Develop region-appropriate recruitment approaches that support decentralized hourly hiring without sacrificing quality or consistency
- Own and administer Connective's ATS, currently Ceridian Dayforce, ensuring data integrity, process compliance, and reporting capability
- Conduct an audit of current recruitment tools, sourcing spends, and agency relationships within the first 90 days and present recommendations
- Develop standard operating procedures for the full recruitment lifecycle, including internal competition processes
- Manage vendor relationships including job boards, sourcing platforms, and any agency partnerships
- Ensure all recruitment practices comply with BC Employment Standards, human rights legislation, and Connective's internal policies
- Directly manage the Talent Acquisition Specialist(s), providing coaching, direction, and performance oversight
- Plan and advocate for team growth as the function matures and organizational headcount increases
- Model inclusive, values-aligned recruitment practices across all hiring activity
- Collaborate with HR Business Partners to understand regional workforce needs and translate them into proactive sourcing strategies
- Partner with the Total Rewards Lead to ensure compensation positioning supports competitive offer outcomes
- Contribute to the broader HR transformation. This role is part of building something new, not maintaining something existing
- Function independently, while remaining a crucial member of the support team
- Adhere to Connective policies and procedures
- Be available to work flexible hours as needed. May include some evenings/weekends, as determined by the regional office needs and schedules
Required
- Minimum 10 years of progressive experience in talent acquisition and HR operations, with demonstrated ownership of a recruitment function
- Proven experience designing and implementing end-to-end recruitment strategies in a complex, multi-site organization
- Experience supporting both professional and high-volume hourly recruitment, ideally in a social services, healthcare, or similarly mission-driven sector
- Demonstrated ability to build hiring manager capability and influence without direct authority
- Strong data literacy, comfortable using recruitment metrics to diagnose problems, set targets, and report on outcomes
- Experience with ATS platforms, Ceridian Dayforce experience is a strong asset
- Post-secondary degree in Human Resources, Business Administration, or a related field, OR demonstrated equivalency through progressive experience and professional development
- Chartered Professional in Human Resources (CPHR) designation or active pursuit
- Experience building a talent acquisition function from an early or underdeveloped state
- Familiarity with BC Employment Standards Act and human rights legislation as it applies to recruitment
- Experience working in or alongside a unionized environment
- Strategic thinking: able to see the long-term picture while managing immediate hiring pressure
- Influencing without authority builds trust and credibility with hiring managers and senior leaders
- Execution discipline: follows through, meets commitments, and holds others to the same standard
- Curiosity and adaptability: comfortable building in ambiguity and iterating based on evidence
- Commitment to equity and inclusion: ensures recruitment practices are fair, consistent, and free from systemic bias
- Ability to successfully complete a Vulnerable Persons Criminal Records Check
- Ability to successfully pass a Reference Check
