Human Resources Manager

Crown Packaging presently has an exciting opportunity to join a dynamic HR team working out of our Richmond locations.

**Note: This is an onsite role requiring presence in offices with travel between local sites.**

About the Company:
Crown Packaging is a division of Crown Paper Group which is a regional leader in the paper and containerboard industry, comprising four business divisions: Port Townsend Paper Company, Crown Packaging, Boxmaster, Viking Way Plant, and Industrial Products. With operations in the Pacific Northwest and Western Canada, the group includes an integrated containerboard mill, three converting facilities, and multiple distribution centers.

The company specializes in manufacturing recycled and virgin kraft containerboard, kraft pulp, and specialty products, while its converting operations excel in customer engagement and distribution networks across British Columbia and Alberta.

Position Overview:
The Human Resources Manager – Plant Operations acts as the primary People & Culture leader for the Viking Way Richmond manufacturing site, with a strong emphasis on labour relations, HRIS systems set-up, employee engagement, and people leadership. The role supports our sites and site leadership to ensure a compliant, engaged, and high‑performing workforce while supporting both day‑to‑day HR operations and longer‑term people initiatives.

Key Responsibilities:

  • Supports labour relations activities for a unionized manufacturing environment.
  • Manage grievances, investigations, and interpretation of CBA language.
  • Collective bargaining preparation including analysis, scenario planning, and strategy development.
  • Coach managers on CBA applications, progressive discipline, workplace conduct, and employee‑relations best practices.
  • Support leaders in grievance meetings and union interactions.
  • Act as a trusted advisor on complex employee‑relations matters, ensuring fair, consistent, and legally compliant outcomes.
  • Provide strategic and practical HR guidance aligned with operational priorities under direction of Senior Director, HR.
  • Participate as a strategic partner on site initiatives, projects, and change activities impacting people and culture.
  • Preparation of HR analytics and dashboards
  • Oversight of STD and LTD cases including follow-up and reviews.
  • Manage WSBC cases and related follow‑ups.
  • Support return‑to‑work planning, accommodation processes, and overall attendance management.
  • Accountable for annual performance review process.
  • Coach managers on performance management, feedback, and documentation.
  • Oversight of employee engagement survey administration and analysis under direction of Senior Director HR.
  • Help develop and implement engagement action plans.
  • Provide strategic and practical HR guidance aligned with operational priorities under direction of Senior Director, HR.
  • Participate as a strategic partner on site initiatives, projects, and change activities impacting people and culture.
  • Providing leadership, coaching, and performance management to the HR Team.
  • Serves as a HR resource for mentoring, onboarding, and facilitating training (including HRIS) for HR teams across sites.
  • Oversight of recruitment process including job postings, internal bids, and workforce movement ensuring time to hire meets standards set.
  • Assist with monthly HR business reviews (local, regional, HRM team).
  • Maintain organizational charts.
  • Support succession planning, including talent reviews, and readiness assessments.
  • Support managers in establishing employee development opportunities.

Education

  • Bachelor’s degree in human resources, Business Administration, or related field preferred.
  • CPHR designation required

Experience

  • 3+ years of progressive HR experience in a manufacturing environment desired.
  • 5 years leadership experience leading teams across various locations
  • Experience working in a unionized setting required.
  • Demonstrated experience leading labour relations, grievance handling, and CBA interpretation.
  • Experience providing HR leadership and coaching to managers and HR team members.

Technical Skills

  • Proficiency with HRIS
  • Strong analytical skills for workforce planning, budgeting, and reporting.
