Community Residential Facility Caseworker

Bill Mudge Residence – Laren Society

Position Overview

The Community Residential Facility Caseworker provides supervision, support, case management, and guidance to residents living at the Bill Mudge Residence, a Community Residential Facility serving individuals under federal supervision.

Under the direction of the Director, the Caseworker helps maintain a safe, structured, respectful, and supportive residential environment while assisting residents with their successful reintegration into the community.

The position requires sound judgment, strong professional boundaries, effective communication, accurate documentation, and the ability to respond appropriately to complex behaviours, mental health concerns, substance use issues, emergencies, and other challenges that may arise in a residential correctional setting.

Key Responsibilities

Resident Supervision, Safety and Support

The Caseworker will:

  • Remain at the residence for the full duration of the assigned shift and ensure the facility is never left unattended.
  • Conduct required house security checks and resident counts each shift, including additional checks when directed due to health, safety, substance use, or other identified concerns.
  • Ensure resident physical and telephone check-ins are completed and accurately documented.
  • Maintain positive and professional relationships with residents while demonstrating appropriate professional boundaries at all times.
  • Monitor resident behaviour, safety, well-being, and compliance with house rules and conditions of release.
  • Immediately report significant concerns to the Director and appropriate Correctional Service of Canada personnel, including:
  • Violations of house rules or release conditions;
  • Behaviour that may place the resident or others at risk;
  • Significant health or mental health concerns;
  • Suspected substance use or other serious safety concerns.

Significant concerns must be documented and communicated verbally as required.

  • Provide residents with practical assistance and support, including:
  • Medication support as authorized;
  • Access to food and household supplies;
  • Employment and résumé assistance;
  • Housing and community-resource referrals;
  • Education and community-integration support;
  • Other reasonable assistance related to successful reintegration.
  • Respond to crisis situations calmly, professionally, and in accordance with established policies and emergency procedures.
  • Maintain working knowledge of fire safety procedures, emergency response protocols, security systems, elevator monitoring services, Naloxone response, and other relevant safety procedures.
  • Carry required safety and communication equipment as directed while on duty.

Case Management Responsibilities

The Caseworker will:

  • Carry out duties in accordance with Bill Mudge Residence policies and procedures, Correctional Service of Canada standards and guidelines, and all other applicable requirements.
  • Develop and maintain Resident Action Plans for assigned residents.
  • Meet with each resident on their caseload at least once per week to:
  • Review progress and current needs;
  • Address concerns;
  • Discuss compliance and behaviour;
  • Assist with housing, income, health, employment, and community-resource needs;
  • Support progress toward successful community reintegration.
  • Prepare accurate monthly progress reviews and enter required information into the Offender Management System (OMS).
  • Review relevant CSC documentation and resident files promptly upon a resident's arrival or assignment to the caseload.
  • Prepare and maintain required resident files and documentation, ensuring records are accurate, current, complete, and well organized.
  • Provide orientation to new residents in accordance with the established intake process.
  • Participate as an active member of the Case Management Team and communicate appropriately with:
  • Parole officers;
  • CSC institutional staff;
  • Social workers;
  • Program facilitators;
  • Community agencies;
  • Volunteers;
  • Other professionals involved in the resident's care or supervision.
  • Attend weekly case conferences and other required meetings.
  • Prepare and present case conference updates for residents on the assigned caseload. Updates may include:
  • General progress and current status;
  • Parole-related information;
  • Behavioural or safety concerns;
  • Compliance with house expectations and programming;
  • Health and well-being;
  • Employment, housing, and community supports;
  • Other relevant information identified in the Resident Action Plan.
  • Review medication records, sign-out sheets, and other relevant documentation for assigned residents and follow up on discrepancies or concerns.

Documentation and Administrative Responsibilities

The Caseworker will:

  • Maintain accurate daily office logs, running records, case notes, progress reports, and other required documentation.
  • Review required communication logs, memos, policies, and operational updates at the beginning of each shift.
  • Maintain confidentiality and exercise discretion when handling sensitive resident information.
  • Ensure electronic and paper records are accurate, current, organized, and properly secured.
  • Complete filing, scanning, copying, and other general administrative duties as required.
  • Answer telephones, greet visitors, and represent the Laren Society professionally and respectfully.
  • Refer media inquiries, neighbourhood concerns, or significant public matters to the Director.

Facility and Team Responsibilities

The Caseworker will:

  • Attend staff meetings, case conferences, training sessions, and other meetings as required.
  • Work collaboratively with colleagues and contribute to consistent communication and teamwork.
  • Provide guidance and support to junior or newer staff as required.
  • Assist with the orientation and training of new employees.
  • Ensure bedrooms are prepared for incoming residents.
  • Orient visitors to relevant house rules and restricted areas.
  • Contribute to maintaining the cleanliness, safety, and general upkeep of the residence.
  • Assist with food preparation and other household responsibilities when necessary.
  • Carry out other reasonable duties assigned by the Director.

Qualifications, Knowledge and Skills

The successful candidate should demonstrate:

  • The ability to work independently and collaboratively as part of a team.
  • Strong communication skills, both verbal and written.
  • Reliability, sound judgment, professionalism, and personal accountability.
  • The ability to establish positive relationships while maintaining clear professional boundaries.
  • Experience supporting individuals involved with the federal or provincial correctional systems.
  • Knowledge or experience in corrections, mental health, substance use, trauma-informed practice, and person-centred care.
  • The ability to assess resident needs, behaviours, risks, and changing circumstances.
  • The ability to respond effectively to crisis situations and appropriately exercise authority in a residential supervision setting.
  • The ability to assist residents with practical barriers to successful community reintegration.
  • Knowledge of relevant community resources and support services.
  • Cultural competence, respect for diversity, and a commitment to inclusion.
  • Experience working with Indigenous people, cultures, traditions, or ceremonies is considered an asset.
  • The ability to receive feedback, take accountability, and work constructively with management and colleagues.
  • Proficiency with Microsoft applications and general office technology.
  • Experience in a related field or a minimum two-year certificate or diploma in a relevant field.

Required Certifications and Security Clearance

The successful candidate must:

  • Hold a valid Emergency First Aid certificate or obtain one as required.
  • Complete Naloxone training.
  • Be eligible to obtain and maintain Enhanced Reliability Status through the Government of Canada.

Pay: $26.75-$28.25 per hour
