Job Description:

Reporting to the Senior Manager, Provincial Digital Services Delivery, the successful candidate will support the implementation and adoption of provincial digital tools and services. The role supports Scarborough Health Network’s leadership responsibilities within the Central East Local Delivery Group (CE LDG), ensuring alignment with Ontario Health directives and provincial digital health priorities. As the lead organization, the LDG will coordinate the provincial digital health strategy by providing digital supports and services to a set of other LDG member organizations within their catchment area such as:

  • Scarborough Health Network

  • Lakeridge Health

  • Peterborough Regional Health Centre

  • Campbellford Memorial Hospital

  • Haliburton Highlands Health Services

  • Ross Memorial Hospital

  • Northumberland Hills Hospital


The Project Manager will be instrumental in coordinating digital health initiatives across multiple partner organizations, acting as the primary point to ensure successful delivery of provincial digital programs, such as eReferrals and Central Intakes. The Project Manager works closely with internal teams, clinicians, operational leaders, vendors, and external partners to promote adoption, monitor performance, and continuously improve digital service delivery across the region.

Responsibilities

  • Manage the implementation and adoption of provincial digital tools and services across CE LDG partner organizations, including hospitals, primary care providers, and specialists.

  • Informs strategic and operational leadership for provincial digital initiatives in alignment with Ontario Health mandates and SHN objectives.

  • Manage project delivery and mentor change management specialists, ensuring deliverables are achieved on time and within budget.

  • Work alongside SHN leadership to collaborate with Ontario Health, ENHANCE Ontario, vendors, and regional partners for planning, reporting, and issue resolution related to provincial digital tools.

  • Oversee project management activities, including planning, risk management, and reporting for provincial digital programs such as eReferral.

  • Lead stakeholder engagement activities, onboardings, OHT engagements, working groups, and collaboration sessions to support adoption and alignment across hospital departments.

  • Ensure compliance with privacy legislation (PHIPA), Ontario Health standards, and organizational governance requirements.

  • Develop and monitor key performance indicators (KPIs) and success metrics for digital tool adoption and effectiveness.

  • Identify risks, manage escalations, and implement mitigation strategies related to technology, change management, and stakeholder readiness.

  • Document lessons learned and best practices to support continuous improvement and future provincial digital implementations.

Requirements

  • Undergraduate degree in Health, Management, Technology, or a related field; a Master’s degree (MBA, MHA, MHSC, or MHI) is preferred.

  • Minimum of 3-5 years of progressive experience in healthcare, digital health, or information technology management roles.

  • Demonstrated experience leading large-scale, multi-site digital health or technology transformation initiatives.

  • Strong knowledge of healthcare systems, provincial digital health priorities, and Ontario Health programs.

  • Experience implementing eReferral digital tools and working with EMR’s and/or HIS is an asset (Ocean eReferral, Accuro, OscarPro, PS Suite, Epic preferred).

  • Sound technical knowledge to support digital interoperability services initiatives for different referral management solutions.

  • Proven experience in project management, process improvement, and change management methodologies (PMP and/or ITIL certification preferred).

  • Experience managing remote and geographically distributed teams.

  • Advanced analytical, problem-solving, and decision-making skills, with the ability to operate in complex and ambiguous environments.

  • Strong stakeholder engagement, communication, and relationship management skills.

  • Working knowledge of privacy, risk management, and governance requirements within a healthcare setting.

  • Proficiency with Microsoft Office and project management tools.
