The Cape Breton-Victoria Regional Centre for Education is responsible for the administration of the public school system within the boundaries of Cape Breton and Victoria Counties, supporting approximately 12,000 students in 38 schools.

Position: HR Personnel Officer, CBVRCE
Location: CBVRCE Central Office, Human Resources Department
Salary Range: $56,451 to $70,564 (Band 5 of the Nova Scotia Education Entities Non-Union Compensation Framework)
Position Status - Full-time Non-Union position

Required Qualifications

A minimum 2-year relevant post-secondary diploma in Human Resources, Industrial Relations, Data Analytics, Business Administration/Commerce, Technology or other related field is required. A university degree in a related field is preferred; and
-
Minimum of three (3) years' related experience, preferably within a unionized environment.
-
An equivalent combination of education and experience may be considered
-
Demonstrated expertise in the Microsoft Office suite of products (Word, Outlook, Excel, etc.), and demonstrable expertise with the collection, manipulation, and analysis of data
-
Demonstrated experience working within the SAP Human Resources module is strongly preferred.

Scope of Responsibilities
The Human Resources Personnel Officer will be responsible for providing assistance and support in many areas of human resources services with a primary focus on data collection, analysis and records management, but will also have some duties in the areas of recruitment, retention and utilization of substitutes/casual employees, contract and policy administration, and labour relations. The HR (Human Resources) Personnel Officer will coordinate and handle employment documentation, update, and maintain human resources information systems, track and report employment activity, run reports and analyze data and respond to schools and employees on matters relating to employee status. Working in a client service-based environment, the HR Personnel Officer reports directly to the Coordinator of Human Resources.
Specific Job components
The specific components of the HR Personnel Officer include the performance of tasks as assigned by the Coordinator of Human Resources. These tasks may vary from time to time with the evolution of the organization and may include but not be limited to the following:

Oversee the collection and maintenance of required employee documentation including overseeing the Criminal Records check cycle and annual declaration process for all employees
-
Oversee, collect, audit, and analyze Human Resources data, files, and systems to ensure accuracy and completeness with the ability to store and retrieve documents and reports efficiently
-
Support the development of and conversion to an electronic file management system for employee personnel files.
-
Assist with performance appraisal management with the technical development of the electronic employee appraisal tool
-
Provides assistance with return-to-work processes, WCB, Injury on Duty, attendance management data, and leave requests
-
Ensure regular updating and maintenance of HR and Payroll related data in the SAP/HRIS system
-
Assist with staffing and selection processes including job postings, shortlisting, interviews, reference checks, and skills assessments.

Manage and maintain the Human Resource pages of the CBVRCE website
-
Provide front-line human resources information to employees and supervisors with respect to collective agreements and terms and conditions of employment.

Assist with conducting employee onboarding as well as planning training and development.

Provide support for employee and committee meetings as directed.

Prepare correspondence, email, and respond to telephone requests for information and support.

Troubleshoot employee access to the employee portal, email and the Employee Self-Serve system

Assist with planning and organizing Human Resources functions.

Assist with the preparation for collective bargaining
-
Manage Human Resources Special Projects as requested.

Any other duties as assigned.
