Position Summary:

The Program Manager, Mental Health and Addictions, plays a vital leadership role in the design, implementation, and evaluation of high‑quality mental health and substance use health services within Hastings and Prince Edward Counties. Reporting to the Director, Clinical Strategy and Operations, the Program Manager ensures programs are client‑centred, evidence‑based, and aligned with the strategic goals, values, and regulatory obligations of CMHA HPE.

As a collaborative member of the Management Team, the Program Manager leads and supports multidisciplinary teams delivering integrated mental health and addictions services. The role is accountable for program performance, clinical quality, risk management, budget oversight, and continuous quality improvement across a regional service area.

The Program Manager provides clinical leadership and supervision within scope of practice, supports ethical and compliant care, and fosters a culture of recovery‑oriented, trauma‑informed, and equity‑based service delivery. The role also contributes to agency wide initiatives and system partnerships to strengthen access, flow, and outcomes across the mental health and addictions continuum.

Minimum Qualifications & Experience:

  • Master’s degree in social work, counseling psychology, psychotherapy, clinical psychology, or a closely related mental health discipline from a recognized institution.
  • Registration in good standing with a regulatory college in Ontario (e.g., CRPO, OCSWSSW, CPO, or CNO) is preferred.
  • Minimum of 5 years of progressive leadership experience in mental health and/or addictions services.
  • Experience managing multidisciplinary teams in a unionized environment.
  • Demonstrated experience delivering programs aligned with funder agreements and community needs.
  • Expertise in mental health and addictions care models, recovery-oriented approaches, harm reduction, and trauma-informed practices.
  • Knowledge of evidence-based interventions and best practices for case management and crisis response.
  • Familiarity with federal and provincial legislation related to mental health and addiction services.
  • Proficiency in program evaluation, data analysis, and outcome measurement to support evidence-based practices.
  • Ability to inspire, mentor, and develop high-performing teams.
  • Skilled in performance management, conflict resolution, and fostering a culture of inclusivity.
  • Experience in strategic workforce planning and succession management.
  • Exceptional verbal and written communication skills for engaging diverse audiences, including funders, staff, and community partners.
  • Ability to build and maintain effective working relationships with internal and external stakeholders.
  • Strong facilitation and presentation skills.
  • Ability to remain calm and effective under pressure in crisis situations.
  • Capacity to manage multiple priorities, deadlines, and competing demands.
  • Emotional resilience to support clients experiencing trauma, addictions, and mental health challenges.
  • Proficiency in Microsoft Office (Word, Excel, Outlook, PowerPoint, Teams, SharePoint).
  • Experience using client management databases and digital tools for program administration.
  • Familiarity with data tracking, program evaluation, and reporting systems.
  • Flexibility to work irregular hours, including evenings and weekends, and participate in on-call rotation.
  • Travel within Hastings and Prince Edward Counties for community collaboration and program oversight.
  • Must possess a valid Ontario Driver’s License, regular access to a reliable vehicle, and proof of adequate vehicle insurance for travel between agency sites and community meetings.
  • Satisfactory criminal record check with vulnerable sector screening required prior to hire.
