About Chard

Chard is a BC-based, award-winning real estate company creating spaces that go Beyond Buildings. With a portfolio spanning Metro Vancouver, North Vancouver, and Greater Victoria, we specialize in large-scale residential and commercial communities, with a focus on community enhancing, purpose-built rental housing. Our portfolio includes market condominiums, affordable homeownership, strata commercial, and hotel developments.

We partner with leading institutions and organizations such as BC Housing and YWCA Metro Vancouver to deliver inclusive, community-focused housing solutions. To date, we’ve completed over 1.3 million square feet and nearly 1,400 homes, with a pipeline of 2,000 more homes and half a million square feet of commercial space. By 2030, we’re on track to be managing and operating over 3,000 homes across Vancouver, North Vancouver, and Victoria.

What sets Chard apart is our full-spectrum approach. We not only develop projects, we also manage and operate them. Through our property and asset management services – available to both our own developments and those of other developers – we ensure long-term value and care for the communities we help create and foster.

Our close-knit, dynamic team thrives on collaboration, trust, and care. We’re proud of our high-performance culture and deeply committed to the Residents we serve and the communities we build.

Why We Exist

At Chard, our purpose is Beyond Buildings. We create spaces that enrich lives, strengthen communities, and make a positive impact on people and places.

Where We're Headed

Our vision: Chard Champions Communities. Through design, development and service, we create places where people don’t just live – they build a home.

How We Work

Our promise is Uncommon Care. We go beyond expectations to create communities where people feel safe, valued, and connected.

Our Values

  • Community: We put our Residents and our team at the heart of every decision.
  • No Ego: We value effort and humility over flashiness.
  • Service: We provide exceptional service in every interaction.
  • Integrity: We operate with honesty and transparency.

The 5 Keys to Service at Chard:
Safety, Charm, Detail, Efficiency, Belonging

What This Role Is All About

As Chard Property Group’s portfolios continue to grow, so does the scale and complexity of our capital planning needs. We're looking for a CapEx Manager to lead the planning, budgeting, execution, and reporting of capital improvement projects across our growing portfolio of residential and mixed-use properties. Working closely with Property Management, Asset Management, Development, and Finance, you'll bring structure and rigor to how Chard plans and delivers capital work, from annual budget cycles through to on-the-ground project execution.

This is a 12-month, fixed-term contract created to support Chard through an important capital planning and budget cycle, including onboarding of newly stabilized properties and delivery of multi-year capital plans for ownership and lender review.

What You'll Be Doing

Project Management & Execution

  • Accountable for the execution of approved capital projects from scope development through completion, including tendering, contractor selection, and quality control.
  • Coordinate with Property Managers, Building Managers, and vendors to ensure projects are delivered on time, on budget, and with minimal disruption to tenants.
  • Responsible for development and execution of CapEx project plans in residential and commercial mixed-use buildings including customer and client facing communication plans.
  • Responsible for tracking project schedules, budgets, and variances, and escalating risks, delays, and change orders for approval.

Reporting & Financial Oversight

  • Maintain accurate capital expenditure tracking and reporting across the portfolio, including monthly variance reporting for ownership and lender requirements.
  • Partner with Accounting and Finance to ensure capital spend is coded, accrued, and reconciled correctly utilizing PO and IR approval workflows.
  • Responsible for preparing the capital improvement sections of monthly property management reports and investor packages.

Vendor & Contractor Management

  • Source, evaluate, and manage contractors, consultants, and suppliers engaged for capital projects.
  • Negotiate scopes of work, contracts, and pricing in accordance with Chard's procurement policies and delegated authority.
  • Monitor contractor performance, safety compliance, and insurance and licensing requirements.

Cross-Functional Collaboration

  • Work closely with Development, Construction, Property Management, and Asset Management teams to align capital planning with broader business objectives.
  • Support the onboarding of new properties into CPG's managed portfolio by assessing capital needs and building conditions.

Capital Planning & Budgeting

  • Accountable for leading the development of annual and multi-year capital budgets across the CPG portfolio, in partnership with Property Managers and the Asset Management team.
  • Consolidate property-level capital budgets into a single portfolio-wide capital plan for review by the Senior Leadership Team and ownership groups.
  • Responsible for prioritizing capital projects based on building condition assessments, lifecycle needs, regulatory requirements, and return on investment.

What You'll Bring

  • Bachelor's degree in Engineering, Construction Management, Real Estate, or a related field, or equivalent experience, is required.
  • 5+ years of experience managing capital projects or capital budgets in multi-family residential, commercial, or mixed-use real estate is required.
  • Ability to read and interpret architectural, structural, mechanical and electrical drawings and translate technical information into actionable project plans.
  • Working knowledge of applicable building codes, fire and life safety requirements, and regulatory compliance requirements with the ability to coordinate projects across multiple municipalities.
  • Demonstrated experience developing and managing capital budgets across a portfolio of multiple properties is required.
  • Strong working knowledge of building systems, building envelope, and mechanical and electrical systems, along with lifecycle and reserve fund planning, is required.
  • Experience with tendering, contractor management, and construction project oversight is required.
  • Proficiency in Excel is required; experience with Yardi or comparable property management software is an asset.
  • A Project Management Professional (PMP) designation is an asset.
  • Valid driver’s license and access to reliable transportation are required, as regular travel between properties throughout the portfolio is expected.

Who You Are

  • A detail-oriented planner who is equally comfortable executing in the field as you are building a budget model.
  • Skilled at managing multiple projects and stakeholders simultaneously without losing sight of budget and timeline.
  • A clear and confident communicator, able to translate technical scope into plain language for non-technical stakeholders.
  • Proactive and solution-oriented, with a track record of anticipating risks before they become issues.
  • Energized by working in a fast-paced, growing organization, and comfortable navigating ambiguity.

How We Invest In You

At Chard, we know that when our people thrive, our communities do too. That's why we offer more than just a paycheque – we invest in your success, well-being, and sense of purpose.

  • Competitive contract compensation aligned with market benchmarks and your experience.
  • Extended health and dental coverage as well as a health spending account, in accordance with Chard's benefits eligibility policy for contract team members.
  • Ongoing training and professional development opportunities, including custom programs built around our Uncommon Care philosophy.
  • Exposure to a growing, multi-property portfolio and the opportunity to shape Chard's capital planning practices.
  • A values-driven workplace rooted in trust, transparency, and teamwork.
  • A supportive team that has your back when things get busy – or when you need a breather.

Salary Range: $90,000 to $100,000 annually. Compensation will be determined based on experience, qualifications, and the overall requirements of the role. In addition to a competitive benefits package, this position is eligible for a 10% contract completion bonus upon successful fulfillment of the full term of the contract.

Pay: $90,000.00-$100,000.00 per year
