Full job description

The Federal Bridge Corporation Limited (FBCL) is a Crown corporation responsible for overseeing the Canadian federal interests in four international bridge crossings between Canada and the United States. Its mandate is to provide the highest level of stewardship so that the international bridges and associated structures are safe and efficient for users. FBCL owns, manages and operates international bridges and associated structures in Sault Ste. Marie, Point Edward, Lansdowne (Thousand Islands) and Cornwall, Ontario.

Summary

Reporting to the Chief Information Officer, the Data Analyst is responsible for supporting FBCL’s data-driven decision-making by ensuring high-quality, well-governed data while delivering trusted analytics and reporting solutions. This role combines data governance, data analysis, PowerBI reporting development, and data integration across multiple internal and external data sources. The Data Analyst works closely with business stakeholders, IT, and data owners to define data requirements, improve data quality, and enable self-service analytics while ensuring alignment with enterprise data governance standards and policies.

Duties and Responsibilities

Data Governance, Integration and Data Quality (40%)

  • Develops and implements enterprise data governance frameworks, including data ownership, stewardship, and accountability models;
  • Defines and documents business data definitions, metadata, and data standards to ensure consistency and reuse across the organization;
  • Monitors, analyzes, and reports on data quality metrics (accuracy, completeness, timeliness, consistency);
  • Collaborates with data owners and stewards to identify and remediate data quality issues at the source;
  • Authors and takes ownership of date governance documentation, policies, procedures, and training materials;
  • Leads with integration of data from multiple sources (e.g. operational systems, financial systems, spreadsheets, external datasets) into curated analytical datasets;
  • Works with IT and business application owners to understand data structures, interfaces, and refresh schedules;
  • Leads data transformation, cleansing, and validation activities to ensure consistent reporting outputs; and,
  • Is responsible for data flows, lineage, and dependencies documentation to support transparence and governance.

Data Analysis and Insights (40%)

  • Initiates and leads the analysis of structured data from multiple systems to identify trends, patterns, risks, and opportunities;
  • Partners with department leaders to translate business questions into analytical requirements and actionable insights;
  • Delivers ad‑hoc analysis to support operational, financial, and strategic initiatives;
  • Validates data and analysis outputs to ensure accuracy and reliability before publication;
  • Designs, develops, and maintains PowerBI dashboards and reports that are intuitive, accurate, and aligned with business needs;
  • Develops and selects effective data visualizations across multiple platforms that clearly communicate insights and make complex information easy to understand;
  • Builds, optimizes and governs data models and visualizations to support enterprise reporting standards;
  • Implements and manages role‑based access and security within PowerBI in alignment with data governance and privacy requirements; and,
  • Leads the enablement of self‑service BI functions by creating reusable datasets, templates, and documentation.

Collaboration and Stakeholder Engagement (20%)

  • Acts as a trusted advisor on date interpretation, limitations, and appropriate use;
  • Leads data governance working groups as required; and,
  • Actively provides use support, training, and guidance on reports, dashboard, and data usage.

Essential Qualifications

  • Bachelor’s degree in Data Analytics, Computer Science, Information Systems, Statistics, Business, or a related field or equivalent experience is required;
  • Additional five (5) years of experience in a data analyst, BI analyst, or similar role required;
  • Strong experience with PowerBI (data modeling, report and dashboard design) required;
  • Experience in leading tasks such as enterprise data governance, data quality, and reporting, including metadata, documentation, and formal data or information models is required;
  • Strong data integration and analysis skills, including SQL, data validation and transformation, and integrating multiple data sources is required;
  • Ability to convert complex data into clear, business‑ready insights, supported by strong analytical, problem‑solving, and communication skills is required;
  • Experience enabling self‑service analytics and data literacy, through reusable datasets, documentation, and collaboration with business users is required;
  • Working knowledge of data privacy, security, and access controls, ensuring analytics align with governance and regulatory requirements is required;
  • Proven ability to manage competing priorities and work cross‑functionally as a trusted advisor in public sector, regulated, or enterprise environments;
  • Ability to obtain and maintain Secret security clearance is required; and,
  • Ability to demonstrate and maintain (Bilingual – BBC) levels is required.

The successful candidate will work from FBCL head office in Ottawa, ON, or from the Bluewater Bridge location in Point Edward, ON.
