Job Description

JOB SUMMARY

Responsible for investigations and enforcement of Regional and applicable local municipal licensing and regulatory by-laws and applicable provincial and federal legislation. Conducts inspections of licensed industries, businesses, vehicles and individuals which includes salvage/auto wrecking yards, second-hand shops and dealers, tow truck drivers, vehicles and yards, taxis/transportation service brokers, owners vehicles and drivers, and body rub and adult entertainment parlor owners, operators and entertainers/attendants. Reads, interprets and applies legislation and direct out of scope occurrences to the appropriate industries and coordinate re-inspection or enforcement actions. Prepares audits and recommendations to monitor compliance. Issues warnings, certificates of offence, summonses, and subpoenas to violators per guidelines and engages other partners when needed to ensure community protection and public safety and security. May issue Work Orders, Orders to Discontinue Activity, search warrants, entry orders and inspection and evidence seizure pursuant to the Municipal Act.

QUALIFICATIONS

EDUCATION

  • Completion of a 2 year college diploma in Police Foundations, Law and Security, or related field, or an equivalent combination of education and experience may be considered.

KNOWLEDGE/EXPERIENCE

  • Requires 3-5 years’ experience enforcing by-laws in a similar environment.
  • Additional training and/or experience in court service procedures and practices; evidence collection, preservation and presentation preferred.
  • Must be able to be appointed as a Municipal By-Law Enforcement Officer and designated as a Provincial Offences Officer upon hire.

SKILLS

  • Must be capable of carrying out all of the duties assigned to a Municipal Law Enforcement, and Provincial Offences Officer and Peace Officer.
  • Must possess details knowledge of legislation (privacy, Ontario Traffic Manual) and be able to keep knowledge related to legislation current.
  • Must be able to work without direct supervision.
  • Must be able to remain calm and self-controlled under pressure.
  • Must be proficient in using the MS Office suite of software including Excel; internal databases, provincial databases and GPS.

SPECIAL CONDITIONS

  • Must possess and maintain a valid and unrestricted specified license for the class of the vehicle operated.
  • In accordance with the Corporate Criminal Record Check Policy, the position requires the incumbent to undergo a Criminal Records Check and submit a Canadian Police Clearance Certificate.
  • Must sign an Oath of Secrecy and Confidentiality Agreement upon hire.
  • Upon hire the employee must successfully complete and maintain Book 7 Certification, Use of Force Certification, De-escalation and Legislative Certification, WHMIS 2015, and Spills Containment and Environmental Hazards Certification.
  • Upon hire the employee must maintain memberships with Municipal Law Enforcement Officers Association, Regulatory and Enforcement Directors Council of Ontario and the Association of Municipal Clerks and Treasurers of Ontario.
  • Rotational shift work is required including weekends and holidays.

Shift Information

Currently scheduled 8:30 am - 5:30 pm and may be required to work overtime and weekends.
