Job Overview
Mushuau Innu First Nation is seeking a knowledgeable and organized Lands & Resources Manager to oversee the administration, planning and management of MIFN reserve lands and resources.
The Lands & Resources Manager will lead the operations of the Lands Office and support the effective administration of the MIFN Land Code, applicable laws, policies and procedures. The successful candidate will provide advice to community members, Chief and Council, management and staff on land administration, land use, environmental management and land development matters.
Key Responsibilities
- Administer the MIFN Land Code and related laws, policies and procedures.
- Oversee land administration, resource management, land-use planning, environmental management and land development activities.
- Develop, review and monitor leases, permits, rights-of-way and other land-interest agreements.
- Maintain accurate historical and current land records and database information.
- Lead land- and resource-related consultations and funding processes.
- Develop annual departmental work plans, budgets, policies and procedures.
- Monitor programs and services to ensure they are efficient and meet community needs.
- Prepare accurate and timely financial, management and funding reports.
- Provide technical support to MIFN committees and advice to community members, Chief and Council, management and staff.
- Deliver presentations and communicate information about important land and resource matters.
- Supervise Lands Office employees as the department grows.
- Complete the specialized training required for the position and apply that learning to the administration of MIFN lands and resources.
What You Bring
- Knowledge of First Nation land administration, land codes, land-use planning or resource management.
- Experience reviewing or administering leases, permits, rights-of-way or other land-related agreements.
- Strong leadership, planning, organizational and decision-making skills.
- Ability to interpret and consistently apply laws, policies, regulations and procedures.
- Strong written and verbal communication skills, including the ability to present information to different audiences.
- Experience with budgeting, reporting, recordkeeping and database systems.
- Ability to work respectfully and effectively with community members, leadership, employees, committees, funders and other partners.
- Sound judgement, integrity, accountability and attention to detail.
- Strong problem-solving, consultation, mediation and negotiation skills.
- Ability to manage priorities, adapt to changing needs and work collaboratively as part of a team.
- Willingness and ability to complete the required specialized training and fulfill the associated return-of-service commitment.
- Rotation: Four weeks working onsite in Natuashish, followed by two weeks working remotely/offsite. The employee will continue performing their regular duties during the two weeks away from the community; this is not a leave period.
Pay: $75,000.00-$80,000.00 per year
