Full job description

Organizational Summary

Columbia Learning Group delivers first aid, first responder, medical responder, and paramedic education throughout British Columbia through our companies, including Columbia Medical Training, Heartsafe EMS, and Columbia Paramedic Academy. Many of our courses are also delivered by approved training affiliates, including colleges, first aid schools, fire departments, and other organizations licensed to deliver our courses.

Our Medical Responder Program includes First Aid, First Responder, and Emergency Medical Responder (EMR) courses, as well as the High School EMR program, delivered throughout British Columbia in partnership with BC Emergency Health Services (BCEHS) and numerous school districts.

Job Summary

We are seeking an experienced leader to oversee the operations, quality improvement, and continued growth of our programs in the newly created role of Manager, Medical Responder Programs.

Reporting to the Director, Learning, the successful candidate will work closely with instructors, educators, administrative staff, training affiliates, and external partners to support consistent, effective program delivery. They will bring strong management experience, sound judgment, and the ability to build and support teams of subject-matter experts in achieving shared goals.

Initial priorities include strengthening our quality assurance program to support educator training and development, growing the High School EMR program, and continuing work already underway to identify opportunities to move traditionally classroom-based learning online where doing so would improve the student experience and support student success.

This permanent, salaried position may be structured between 0.5 and 1.0 full-time equivalent (FTE), based on the preference of the successful candidate, with workload and compensation adjusted accordingly.

Key Responsibilities and Duties

The Manager, Medical Responder Program will:

  • Plan and oversee the internal delivery of First Aid, First Responder, and EMR courses through Columbia Medical Training.
  • Lead and support the recruitment, onboarding, mentoring, professional development, and performance evaluation of instructors.
  • Support educators as they develop and update curriculum, teaching resources, and assessments, helping organize priorities, resources, and timelines.
  • Update and maintain a quality assurance program that evaluates instructional quality, identifies opportunities for improvement, and supports proactive internal training and development.
  • Oversee the maintenance of program approvals and relationships with relevant regulatory and certification bodies, working with educators and subject-matter experts as required.
  • Monitor training affiliates’ delivery standards, address concerns, and support consistent application of program requirements.
  • Manage licensing agreements, renewals, and related business arrangements with training affiliates.
  • Coordinate High School EMR program delivery with BCEHS and participating school districts, including program planning, instructor support, and resolution of delivery issues.
  • Develop new relationships with training affiliates and other partners to expand program delivery, with particular emphasis on growing the High School EMR program.
  • Manage program budgets, pricing, resource allocation, and financial performance.
  • Lead improvements to the online learning platform, working collaboratively with educators and staff to strengthen its use and incorporate effective advances in online learning.

Experience and Education

The successful candidate will have:

  • A bachelor’s degree in management, business, or a related field, or an equivalent level of relevant professional experience.
  • Demonstrated management experience, including leading people, organizing resources, setting priorities, and delivering results.
  • Experience managing programs, operations, projects, or services involving multiple stakeholders.
  • Experience building and maintaining productive relationships with external organizations.
  • Experience with budgets, financial oversight, and operational planning.

Experience in education, training, quality assurance, licensing arrangements, or program development is an asset. Familiarity with first aid, medical responder education, emergency services, or healthcare is also an asset.

Knowledge and Skills

We are looking for someone who:

  • Can translate organizational priorities into clear plans, responsibilities, and achievable timelines.
  • Supports educators and other subject-matter experts with the structure and resources they need to do their work effectively.
  • Uses feedback and performance information to identify issues and guide practical improvements.
  • Communicates clearly and professionally with staff, educators, training affiliates, school districts, and other partners.
  • Can manage competing priorities and work independently while maintaining effective collaboration.
  • Exercises sound judgment when addressing operational challenges, performance concerns, and stakeholder needs.
  • Is comfortable using online learning platforms, virtual collaboration tools, and other technology.
  • Approaches new systems and ideas with curiosity and a willingness to learn.
  • Balances educational quality, student experience, operational requirements, and financial sustainability.

What We Offer

  • A permanent, salaried position with flexibility to work between 0.5 and 1.0 FTE.
  • Primarily remote work from anywhere in British Columbia.
  • Access to our Langley and Victoria offices for those who prefer to work on-site, with in-person attendance as required.
  • The opportunity to shape a newly created management role and strengthen programs delivered throughout the province.
  • Meaningful involvement in expanding access to medical responder education, including opportunities for high school students.
  • A collaborative environment where managers, educators, and subject-matter experts work together to improve program quality.

The position involves occasional travel within British Columbia, approximately once every one to two months, to visit courses and support program delivery. Evening and weekend work will be minimal.

The Ideal Candidate

The ideal candidate is a capable, experienced manager who enjoys helping people and programs succeed. They can establish clear expectations, organize work, support professional development, and follow through on improvements.

They are comfortable working with educators and technical experts, drawing on their expertise while providing effective operational leadership. They can build trusted relationships, address concerns constructively, and balance immediate delivery needs with longer-term development.

They may bring experience from education, business, program management, or another relevant field. Strong management experience and the ability to learn the organization’s programs and operating environment are central to success in this role.
