Full job description
BILD Edmonton Metro is seeking a Research Project Manager to lead high-impact research that clearly defines how public policy and regulation affect the homebuilding and land development industry. This role will support BILD’s strategic priorities by analyzing infrastructure requirements, evaluating the cumulative impacts of policy decisions, and articulating how these factors influence housing affordability, economic competitiveness, and long-term regional growth.
As BILD Edmonton Metro’s Research Project Manager, you will lead comprehensive research initiatives that quantify the costs and implications of infrastructure systems and building components. Your work will translate complex technical and policy information into clear, compelling insights that inform industry leaders, municipal governments, and decision-makers.
A key focus of this role is to assess how policies and regulations impact end users — including homebuyers, renters, and taxpayers — and to provide data-driven recommendations that support sustainable, cost-effective growth.
Key Competencies & Responsibilities
Project Management
- Implement an annual research program for BILD Edmonton Metro in collaboration with key internal and external stakeholders
- Employ an analytical framework for the research program that consistently provides evidence to determine whether emerging policy direction benefit the industry
- Respond to opportunities to leverage member expertise or engage consultants to complete elements of research and analysis, and oversee and actively manage these contributions
Policy Analysis
- In close collaboration with the advocacy team and BILD Edmonton Metro’s members, assess how policy, regulations, and legislation impact the land development and home building industry in the Edmonton region from a financial perspective
- Communicate proposed policy impacts in a timely manner with team members, senior BILD leadership, and membership
- Collaboratively develop a matrix of barriers and a comprehensive list of costs affecting the home building and land development industry, including engineering standards, development charges, off-site levies, required studies, and other cost drivers
Research and Reporting
- Conduct comprehensive technical research and analysis to understand the financial, timing, materials, and logistical impacts of policies, bylaws, and other regulatory guidelines on industry
- Identify opportunities and risks by developing a deep understanding of regulations on home building and land development processes, including building science, engineering and financial frameworks such as offsite levies and other collective funds
- Compile data and comparative information to develop clear, evidence-based conclusions about the impacts of policy and regulatory directions.
- Analyze data to produce detailed assessments of policy-related cost impacts
- Provide written materials, including research briefings, reports, and content for website posts, newsletters, presentations and other association publications
- Provide leadership with relevant documentation summarizing issues, key findings, and proposed approaches to address systemic challenges within the region
Partnerships and Coordination
- Work closely with internal teams to gather information and ensure content is aligned with overall strategies and objectives.
- Work closely with the Research Analyst to ensure efficient data collection
- Engage with association members and other subject matter experts to gather information, feedback, and testimonials that can be used to form positions, create content, and develop solutions to industry issues
- Develop constructive working relationships with municipal, utility, post-secondary, and industry associations
- Seek both quantitative and qualitative information from a variety of sources to provide evidence and context for association positions
- Coordinate and provide administrative support to Committees and Working Groups focused on technical development processes and issues
- Leverage advocacy committees within BILD to develop clear positions and solutions to development challenges
Events
- Develop and support events across the region that create opportunities for BILD members and regional decision makers to build relationships and share information
- Support the planning and execution of member events
- Develop new and innovative ways to engage members and partners in networking and information-sharing opportunities
Education & Skills
- A bachelor’s degree or technical diploma in business, management, finance, engineering, or a related field
- 2+ years of experience participating in projects in construction, civil engineering, land development, asset management, development servicing, or a related field
- Demonstrated experience with managing complex projects, understanding dependencies, budgets (estimating costs), timelines, and working with teams
- An advanced degree, Project Management Professional (PMP) designation, PRINCE2 certification, P.Eng. certification, or P.Tech. certification, is considered an asset
- A strong background in working on land development processes within the Edmonton Metro Region and/or Alberta
Required Skills
- Understanding the math of city building, including downtown, greenfield, infill, and regional growth, development and operations.
- High level of proficiency in communication with a range of customers and audiences through verbal, written, and presented communications
- Understanding of agile, waterfall, and hybrid project approaches
- Demonstrated ability to conduct data analysis related to costs, timelines, materials, etc. and clearly communicate empirical results
- Keen attention to detail and ability to manage multiple competing interests
- Demonstrated ability to develop strategic relationships to accomplish goals
- Ability to speak fluently about infrastructure delivery, land development, and/or home building
- Commitment to the highest standards of membership service and professionalism
Compensation/Benefits
$80,000-$105,000 annually, with a base vacation allotment of 3 weeks plus office holiday closure.
Enrolment in BILD Edmonton Metro’s benefits plan, monthly transportation and cell-phone stipends, and RRSP matching program.
Duration
This is a permanent full-time position working 37.5 hours per week, Monday to Friday.
