Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.
Our Service Implementation Office is looking for a Rail Operations Analyst to provide specialized analysis and coordination in support of GO Transit’s rail system through operational planning and forecasting activities.
- Provides input to develop and maintain databases on schedules, operating performance or other issues as required for ongoing monitoring.
- Identifies service improvement opportunities through root cause analysis of multi-rail and C4IS databases and interaction with Rail Service providers.
- Maintains and applies analytical tools required for proper assessment of planning issues and proposals including modelling, costing and scheduling impact analysis.
- Maintains and updates the Multi-Rail Scheduling model, including coordinating program changes and upgrades with other users including CN Crew Management and Rail Traffic Control. Ensures the accuracy and timely distribution of multi-rail outputs requested for internal and external projects.
- Develops and recommends operational parameters for new or modified services, facilities design, equipment allocation, policies, programs and standards (which will improve GO Transit’s financial position, quality of service and address constraints and challenges being imposed by regulation or others). Collaborates on assessing impacts on ridership, schedules, equipment, capital and operating budgets and other corporate resource requirements.
- Plans and recommends special services (i.e. Molson Indy, Caribana, Christmas/New Years) and special events, including those requested by VIA, ONTC, York Durham Heritage Railway, Canadian Pacific and Canadian National Railways. Initiates operating and activity bulletins as necessary.
- Provides, as a member of the Railway Corridors Operations team, feedback and comments on studies, contracts, projects and other proposals by external offices and agencies, providing planning-related technical comments, conclusions and recommendations as appropriate.
- Oversees the field auditing process to ensure that CN and CP crews are in compliance with the Operations Manuals for GO Transit Service including management of required GO training programs context and attendance. Also, ensures the CN and CP Operations Manuals for GO Transit Service are accurate and updated at least once per year.
- Liaises with Claims and Legal Services for third party claims such as lost or damaged customer property, injury, harassment, etc. Compiles and distributes Monthly Board Rail On Time Performance Report.
- Minimum of 3 years of Post Secondary education preferably in either management, transportation, rail traffic control and logistical planning or another appropriate logistical function. Must successfully complete environmental, safety and any other training required by corporate policy. Ability to obtain job related certifications as required.
- Minimum of five years progressively related experience in commuter rail operations or another appropriate logistical function or a combination of education and experience considered equivalent will be considered.
- Good oral and written communication skills, as well as good interpersonal skills.
- Knowledge of the Canadian Railway Operating Rules would be an asset.
- Front line transit operations, safety programs, transportation planning, and the ability to work independently or as a team member with good organizational skills is essential.
- Must be comfortable working in a computerized environment including PC and transportation related mainframe applications. Must be proficient in data management, quantitative analysis and cost estimation.
