Independent Contractor — Business Development Representative, Northern Ontario

Company: 911 Nurses Location: Northern Ontario (remote, based in Sudbury, Thunder Bay, Sault Ste. Marie, North Bay, or Timmins preferred) Engagement Type: Independent Contractor (1099-equivalent / Canadian self-employed) Term: 12-month initial contract with renewal based on performance Time Commitment: Part-time, approximately 20–25 hours per week Compensation: Monthly retainer plus performance-based commission (details below)

About 911 Nurses

911 Nurses is a Canadian healthcare support staffing provider with four years of experience serving long-term care homes, retirement residences, hospitals, and community care providers. Through our two divisions — 911 Nurses GTA (facility staffing, Canada-wide) and 911 Nurses Home Care (in-home services, Ontario) — we deliver Registered Nurses, RPNs, Respiratory Therapists, and Personal Support Workers to healthcare partners who need dependable, properly credentialed staff.

We are expanding our presence in Northern Ontario and seeking an experienced, well-connected business development contractor to lead this growth.

The Opportunity

Northern Ontario faces some of the most acute healthcare staffing shortages in Canada. Long-term care homes, hospitals, Indigenous health authorities, and remote nursing stations across the region need reliable staffing partners who understand the realities of northern healthcare delivery.

This role is for someone who already knows this landscape — who has relationships with Directors of Care, hospital HR leaders, LTC administrators, and Indigenous health leadership — and who can open doors that take outsiders years to access.

What You'll Do

  • Develop and execute a business development strategy for Northern Ontario across long-term care, retirement, hospital, and Indigenous health sectors
  • Identify, qualify, and pursue facility staffing opportunities across the region
  • Book and conduct meetings with key decision-makers: VPs of HR, Chief Nursing Executives, Directors of Care, LTC administrators, and Indigenous health authority leadership
  • Represent 911 Nurses at regional healthcare events, conferences, and industry gatherings
  • Submit RFP responses, vendor-of-record applications, and master service agreement proposals
  • Build and maintain a CRM pipeline of qualified prospects and active opportunities
  • Provide market intelligence on regional needs, competitor activity, and pricing dynamics
  • Collaborate with our operations team to ensure smooth onboarding of new client accounts
  • Support the development of culturally appropriate service offerings for Indigenous communities, in partnership with our leadership team

Who We're Looking For

Required:

  • Minimum 7 years of professional experience in Northern Ontario healthcare, in roles such as:
  • Healthcare administration (hospital, LTC, retirement, or community care)
  • Healthcare staffing or recruitment business development
  • Healthcare consulting with active regional clients
  • Health authority or government liaison
  • Established, active professional network across Northern Ontario healthcare decision-makers
  • Demonstrated track record of opening doors, building trust, and closing business in healthcare settings
  • Strong understanding of Ontario's long-term care, hospital, and community care sectors
  • Familiarity with Ministry of Long-Term Care compliance, hospital procurement processes, and/or Indigenous health service delivery
  • Ability to work independently with minimal supervision
  • Willingness to travel across Northern Ontario as needed
  • Valid driver's license and reliable transportation
  • Registered as a sole proprietor or incorporated business with a valid HST number (or willingness to register)

Strongly Preferred:

  • Established relationships within Indigenous health authorities (Weeneebayko Area Health Authority, Sioux Lookout First Nations Health Authority, Maamwesying, or others)
  • Indigenous heritage or deep experience working in Indigenous communities with appropriate cultural competency
  • Prior experience with vendor-of-record processes for hospital networks or LTC chains
  • Existing relationships with NOSM University, Ontario Health North, or regional Chambers of Commerce
  • Bilingual (English/French) capability for serving francophone communities

What Success Looks Like

By Month 6:

  • 15+ qualified meetings completed with target facilities
  • 2+ vendor-of-record or RFP applications submitted
  • 1+ pilot contract signed

By Month 12:

  • 3+ active facility staffing contracts generating consistent monthly revenue
  • Established presence at minimum 2 regional industry events
  • Foothold established in at least one Indigenous health authority OR one major hospital network
  • Documented pipeline of qualified opportunities for Year 2

Compensation Structure

  • Monthly retainer: Competitive, commensurate with experience (discussed during interview)
  • Performance commission: Percentage of gross margin on contracts originated, paid for 18 months from contract start date
  • Expense reimbursement: Pre-approved travel, event registration, and business development expenses
  • Annual performance bonus: Available based on achievement of contract milestones

Total realistic first-year earnings for a strong performer: $60,000–$95,000+
