Reporting to the Director, Human Resources & Safety, this role oversees talent acquisition, the Temporary Foreign Worker (TFW) program, employee data, benefits, employee relations, and HR compliance. The Manager advises leaders across production, trades, and office teams, and balances strategic thinking with hands-on leadership to ensure regulatory compliance, workforce stability, and an excellent employee experience.

Key responsibilities

HR Leadership and Strategy

  • Work alongside the Director to lead the HR function’s annual plan, priorities, and budget in alignment with the Human Resources & Safety strategy and business objectives.
  • Serve as a trusted advisor to managers and supervisors on people matters, workforce planning, and organizational design.
  • Develop, track, and report HR metrics (turnover, time-to-fill, absenteeism, overtime, TFW pipeline, engagement) and recommend data-driven actions to leadership.
  • Lead HR process improvement and HRIS optimization initiatives (UKG) to increase accuracy, efficiency, and self-service.

Talent Acquisition and Workforce Planning

  • Oversee full-cycle recruitment strategy for hourly, salaried, and trades positions, including domestic and international recruitment.
  • Partner with operations leaders to forecast staffing needs and build workforce plans that account for production volumes, seasonality, and skill gaps.
  • Strengthen the employer brand and talent pipelines through relationships with colleges, universities, apprenticeship programs, settlement agencies, and workforce programs.
  • Approve offers of employment and employment contracts in line with compensation guidelines and policy.

Onboarding, Performance, and Development

  • Own the onboarding and orientation program and ensure new hires are set up for success through effective probationary and new-hire evaluation processes.
  • Lead the performance management cycle, including goal setting, evaluations, performance improvement plans, and calibration with leaders.
  • Identify training and development needs; coordinate leadership, supervisory, and skills development programs in partnership with HSE and operations.
  • Support succession planning and career pathing for key and hard-to-fill roles.

Temporary Foreign Worker and Immigration Programs

  • Provide oversight of all LMIA and LMIA-exempt processes, ensuring applications, job postings, recruitment records, and submissions are accurate and timely.
  • Ensure ongoing employer compliance with IRCC and ESDC conditions; lead internal compliance audits and maintain inspection-ready files.
  • Lead the company response to program inquiries, inspections, and compliance reviews with Director of Human Resources & Safety, in partnership with legal counsel as needed.
  • Oversee arrival, settlement, and integration support for international workers, including housing coordination and culturally sensitive supports.
  • Support pathways to permanent residency (e.g., Atlantic Immigration Program, NB Provincial Nominee Program) to improve long-term retention.

Government and Community Partnerships

  • Serve as the primary company contact with government officials and program officers (ESDC/Service Canada, IRCC, Government of New Brunswick, WorkSafeNB)
  • Monitor changes to immigration, labour, employment, and payroll legislation; assess business impact and lead updates to policies and processes.
  • Represent the company at government and industry consultations, information sessions, and employer and community events.
  • Build partnerships with community organizations, settlement agencies, housing providers, and post-secondary institutions to support recruitment and newcomer integration.

Payroll, Compensation, and Benefits

  • Ensure payroll tracking and visibility procedures are followed and make payroll adjustments only with proper documented support.
  • Ensure payroll and HRIS controls, data integrity, and audit readiness; act as escalation point for complex payroll issues.
  • Administer compensation programs, including salary ranges, job evaluation, market reviews, and annual increase processes.
  • Work with the Director to manage the group benefits program, including vendor relationships, renewals, employee communication, and leave and accommodation administration; act as benefits administrator and reconcile benefits invoices.

Employee Relations and Policy

  • Lead employee relations matters, including investigations, progressive discipline, terminations, and conflict resolution, ensuring fair, consistent, and well-documented outcomes.
  • Develop, update, and communicate HR policies and the employee handbook in line with legislation and best practice.
  • Partner with HSE on return-to-work, accommodation, WorkSafeNB claims management, and respectful workplace and harassment prevention programs.
  • Champion employee engagement, recognition, and retention initiatives, including engagement surveys and action planning.
