Program Manager – Community Development

Kawartha Lakes and Haliburton Integrated Immigrant Services Association (KLHIISA)

Position Summary

The Program Manager – Community Development is responsible for leading the planning, implementation, coordination, evaluation, and growth of community-based programs and initiatives that support immigrants, newcomers, refugees, and diverse communities in Kawartha Lakes and Haliburton. The position strengthens partnerships, promotes community engagement, develops funding opportunities, and ensures programs align with KLHIISA’s mission of fostering belonging, collaboration, and success for newcomers.

Key Responsibilities

Program Development and Management

  • Lead the design, implementation, and evaluation of community development programs and projects.
  • Develop annual work plans, program objectives, and performance measures.
  • Ensure programs are delivered effectively, on time, and within budget.
  • Monitor program outcomes and prepare reports for funders, stakeholders, and senior leadership.
  • Identify community needs and recommend new services and initiatives.

Community Engagement and Outreach

  • Build and maintain relationships with community partners, service providers, municipalities, institutions, employers, and cultural groups.
  • Coordinate community consultations, workshops, forums, and public events.
  • Promote newcomer inclusion, community participation, and cross-cultural understanding.
  • Represent KLHIISA at community meetings, networks, and collaborative initiatives.

Partnership and Stakeholder Relations

  • Develop strategic partnerships to enhance services and opportunities for newcomers.
  • Collaborate with government agencies, settlement organizations, educational institutions, and community groups.
  • Facilitate community collaborations and collective impact initiatives.

Funding, Grants, and Resource Development

  • Research funding opportunities and assist with grant writing and proposal development.
  • Support fundraising initiatives and donor engagement activities.
  • Ensure compliance with funding agreements and reporting requirements.

Staff and Volunteer Leadership

  • Supervise program staff, contractors, students, and volunteers.
  • Provide coaching, mentorship, training, and performance management.
  • Foster a positive, inclusive, and collaborative work environment.

Community Capacity Building

  • Support leadership development among newcomers and community members.
  • Facilitate training sessions and educational workshops.
  • Promote volunteerism and civic participation.
  • Strengthen local capacity to support immigrant integration and community development.

Monitoring, Evaluation, and Reporting

  • Collect and analyze program data and community feedback.
  • Measure program effectiveness and identify opportunities for improvement.
  • Prepare monthly, quarterly, and annual reports for management, funders, and the Board of Directors.

Organizational Support

  • Contribute to strategic planning, policy development, and organizational growth.
  • Support special projects, events, and organizational priorities.
  • Ensure compliance with organizational policies, health and safety standards, and funder requirements.

Qualifications

  • Minimum of Masters Degree or equivalent is required. Qualifications obtained from outside Canada may require completed WES, or IQAS assessment for equivalency evaluation of degrees and certificate.
  • Experience in community development or in the International Development field and technical work. Fluency in a 2nd or 3rd Language is highly desirable and ability to ideally communicate effectively, understand immigrant and newcomer issues.
  • Strong project management, communication, facilitation, and leadership skills.
  • Valid Ontario driver's licence and ability to travel within Kawartha Lakes and Haliburton, any other locations required for work purpose.

Reporting Relationship

Reports to the Executive Director and works closely with staff, volunteers, community partners, funders, and the Board of Directors.

Pay: $60,000.00-$70,000.00 per year
