Job Summary
Salary Pending Review
Reporting to the Director of Engineering and Construction, the Manager of the Engineering Management Office (EMO) leads the development, implementation, monitoring and continuous improvement of engineering and capital project delivery frameworks, standards, controls and support systems across Public Works. The position enables effective management of cost, performance and risk constraints related to infrastructure projects, ensuring consistent alignment of deliverables with service level demands, compliance obligations, engineering good practices, maintenance and reliability readiness deliverables and Public Works priorities.
Education
- Post-secondary degree or diploma in Civil, Mechanical, Electrical or Environmental Engineering or a related discipline.
- An equivalent combination of education, experience and qualifications may be considered.
Knowledge
- Minimum of eight (8) years of progressively responsible experience in engineering, capital project delivery, project/portfolio management or related field, including experience in a leadership capacity.
- Experience with engineering management office (EMO/PMO) functions, project controls, quality management and continuous improvement, preferably within a municipal or public sector environment.
- Demonstrated experience developing and implementing organizational frameworks, standards, process mapping and continuous improvement initiatives.
- Knowledge of capital project planning and delivery, project management methodologies, lifecycle management, performance and tangible capital asset (TCA) reporting, risk management and financial management practices.
- Knowledge of applicable legislation, regulations, and codes, municipal engineering practices, procurement requirements, and construction and industry standards. Professional designation or certification in a related field is preferred.
Responsibilities
Leads the development, implementation and continuous improvement of engineering and capital project delivery frameworks, standards and practices across Public Works. (35% of time)
- Develops, implements and maintains the Capital Project Delivery Framework (CPDF), including project delivery methodologies, stage-gate requirements, decision points and associated controls.
- Establishes standardized approaches, tools and processes to support consistent project delivery through planning, design, procurement, construction, commissioning and close-out.
- Ensures maintenance management and reliability readiness deliverables are planned effectively.
- Coordinates alignment of project delivery frameworks with Corporate procurement, legal, financial, risk and other applicable requirements.
- Establishes common practices to support effective transition of projects and information across planning, capital investment, project delivery, asset management and service delivery functions throughout the infrastructure lifecycle.
- Establishes governance and quality management processes to support consistent application of engineering and project delivery requirements.
- Monitors the effectiveness and application of project delivery practices and identifies opportunities to improve consistency, efficiency and project outcomes.
- Leads improvements arising from project experience, lessons learned, audits, performance results and changes in organizational or industry practices.
Leads portfolio monitoring, project controls, performance reporting and support systems to provide consistent information on Public Works capital project delivery.(30% of time)
- Leads the implementation, administration and continuous improvement of systems supporting capital project delivery, monitoring and reporting.
- Establishes common project and portfolio reporting requirements, performance measures and reporting schedules.
- Develops and maintains portfolio dashboards and reporting to support management oversight, organizational reporting and informed decision-making.
- Monitors portfolio-level performance and trends related to scope, schedule, cost, risk, quality, safety, change and other key project delivery measures.
- Establishes variance thresholds and escalation processes to support timely identification of significant project delivery issues requiring management attention.
- Supports consistent data management, records management and reporting practices across project delivery systems.
- Coordinates portfolio reviews and identifies recurring trends, systemic issues and opportunities for corrective action or improvement.
Leads the and coordination of engineering and project delivery standards, documentation and quality management practices across Public Works. (25% of time)
- Develops and maintains engineering and project delivery policies, procedures, manuals, guidelines, templates and related documentation.
- Coordinates the review and update of engineering standards and practices in response to legislative, regulatory, technological, organizational and industry changes.
- Coordinates input across Public Works divisions and Corporate departments to support consistent and practical engineering and project delivery requirements.
- Represents the Engineering Management Office on cross-divisional and Corporate initiatives related to engineering, capital project delivery and continuous improvement.
- Maintains document control and change management processes for engineering and project delivery standards.
- Coordinates updates to applicable standard contract documents and related engineering documentation based on project experience, regulatory requirements and industry practices.
- Establishes quality assurance and quality control processes to assess application of established engineering and project delivery requirements.
- Develops and coordinates training, guidance and knowledge-sharing activities to support consistent application of engineering and project delivery practices.
Manages people resource planning for the division or operating unit, determining ideal organizational structures, identifying desirable role and skill mix requirements and ensuring ongoing work quality and deliverability of results. (5% of time)
- Enables results with the organization’s human capital strategy to foster employee engagement.
- Directs and provides leadership for the activities and coaching of direct reports, providing work direction, setting priorities, assigning tasks/projects, determining methods and procedures to be used, resolving problems, ensuring results are achieved, and managing staff recruitment, onboarding, performance management, succession planning, and professional development.
- Ensures alignment and coordination of activity and quality of output between teams under their direction.
- Ensures focus is service excellence, communication/transparency, innovation, and data integrity and work flow integration.
- Ensures staff has the information and resources to make successful plans and decisions.
- Ensures all people related issues, including recruitment, grievances and labour relations issues, are aligned to HR and Corporate standards and practices.
- Helps to break down barriers to employee success, ensuring collaboration and cooperation with other teams within their division and department.
- Ensures Occupational Health & Safety policies, programs and practices are implemented, and maintained. This includes workplace inspections, monitoring, accident reporting and investigations, and ensuring any observed hazards or lapses in the functioning of OH&S processes, and other OH&S concerns are responded to promptly.
- Ensures all individuals under supervision have been informed of hazards and instructed on the necessary risk control and emergency response measures.
Develops, manages, and administers annual and multi-year Capital and Operating budgets for the operating unit ensuring support of Council’s objectives, financial transparency and accountability, monitoring budget adherence, identifying and explaining variances, and financial reporting is effectively managed in compliance with corporate financial policies. (5% of time)
- Ensures goods and services are acquired in accordance with the procurement policy.
- Authorizes, and administers the acquisition of goods and services for the operating unit and direct reports in accordance with the procurement policy and procedures.
Performs other related duties and responsibilities as assigned or required.

- In accordance with the Corporate Criminal Record Check Policy, the position requires the incumbent to undergo a Criminal Records Check and submit a Canadian Police Clearance Certificate.
- Must maintain ability to travel in a timely manner to other offices, work locations or sites as authorized by the Corporation for business reasons.
