Annual salary: $ 109,700.00 - 138,700.00

What you'll do

This role requires a Program Manager who has strong relationship, reporting and project management skills, with an
attention to detail.

This role will be the primary day to day interface between BC Hydro and The Ministry of Energy and Climate Solutions
(MECS) staff and management regarding the CleanBC Portfolio and BC Hydro’s role in supporting those objectives.

BC Hydro partners with the Provincial Government on the management of CleanBC Solutions as established by our
agreements with the province (Service Contribution Agreement).
This role is responsible for developing and managing our shared cost agreements with the Province of BC for the funding
and administration of a full suite of CleanBC programs which BC Hydro runs on behalf of the Province. This involves the
development of complex, multi-year plans including the development of performance targets, cost/benefit analysis, shared
cost agreements, and overall marketing plans to support program success.

Specific programs include:

  • Better Buildings – Commercial Portfolio
  • Partners in Indigenous Energy Efficiency and Resilience
  • Social Housing Energy Savings Program
  • Residential Retrofit
  • Energy Conservation Assistance Program
  • Energy Coaching
  • Multi-Unit Residential Building
  • Condos and Apartment Rebate Program
  • EV Chargers
  • CleanBC Energy Savings Program

The role works across the Hard to Reach, Residential and Commercial market sectors and coordinates with respective
Program Managers on reporting and program management of the Province of BC offers.

Other responsibilities include:

  • Program budget management, oversight and improvements for the Province’s Energy Savings Program (ESP) as
currently managed by CLEAResult
  • Working across BC Hydro lines of business including Finance, Product Management, and Legal to support CleanBC
obligations as per the respective SCAs. 'Audit Risk & Controls - Conduct detailed audits across contracts to ensure
consistency of spend and controls.
  • Continue to provide value added program delivery to the Province as trusted partners.
  • Coordinate with a variety of internal and external resources and provide project timelines and ensure achievement of
project milestones and targets.
  • Accountable for creating and fostering positive relationships and partnerships with key clients and stakeholders in order to
successfully implement BC Hydro and/or BC government energy management programs.
  • Play a critical role liaising with the Province and our BC Hydro Program Managers to identify and implement CleanBC
program changes and enhancements.
  • Work with Program Managers to establish metrics, monitoring and reporting approaches to ensure performance targets
are achieved and/or initiate alternate strategies.
  • Lead regular partner and program update meetings to ensure regular communication amongst program stakeholders
  • Lead the development of monthly, quarterly, and annual budget forecasting and reporting to the Province and BC Hydro
management

What you bring

  • A Bachelor of Commerce Degree or an equivalent combination of education and experience. Experience in product
management and the Retail Sector is an asset.
  • 5 - 7 years of experience with product/program development and administration, project management, market research
and analysis, financial analysis, event management and planning within a large, complex organization.
  • Experience working with a variety of partners on program design and management (e.g.Provincial and municipal
government and other utilities)
  • Demonstrated ability to seek information from people (internal and external) with diverse opinions, filter and synthesize the
information and produce a cohesive, supported plan that will support the business requirements
  • Well-developed planning, organizational, and problem solving skills.
  • Strong collaboration and ability to influence others.
  • Thrives in a team environment with cross functional team members, able to work with people with diverse backgrounds
and skill sets.
  • Requires excellent oral, written and presentation skills for communication with a wide variety of internal and external
stakeholders as listed above.
  • Strong analytical skills including risk assessment to provide decision recommendations.
  • Knowledge and understanding of BC Hydro's business and the interdependencies of the various departments and
systems.
  • In addition, the ideal candidate would bring expertise in commercial and residential energy efficiency programs, along with
consumer marketing.
  • Familiarity with BC Hydro CRM (Customer Relationship Management) and program Operation systems or tools is
desirable.
