Full job description
Kehoe Marine Construction is looking for an experienced Project Manager / Estimator to join our team and support the bidding and estimating process for heavy civil and marine construction projects. This is a great role for someone who enjoys variety, has a strong analytical mindset, and wants to be part of a growing company that takes pride in doing high-quality, meaningful work.
At Kehoe, no two projects are exactly the same. We work with shoreline protection, heavy civil projects, docks, barges, and custom waterfront infrastructure. That means this role is ideal for someone who is naturally curious, enjoys learning, and wants to be challenged by work that is unique.
We are looking for someone who can prepare accurate, competitive estimates, identify strong bidding opportunities, build relationships with suppliers and subcontractors, and help us submit proposals that reflect the quality and capability of our team.
What You’ll Be Doing
As our Project Manager / Estimator, you will play a key role in helping us win the right work and support its successful execution. You will research opportunities, review drawings and specifications, gather pricing, complete take-offs, develop tender packages, and support project planning from estimate through handoff and completion.
Your responsibilities will include:
- Searching for project opportunities using online tendering and bidding platforms.
- Monitoring tender opportunities, project developments, and municipal budgets to identify potential work.
- Reviewing drawings, specifications, tender documents, site conditions, and contract requirements.
- Performing detailed take-offs for labour, materials, equipment, subcontractors, and suppliers.
- Obtaining pricing from suppliers, vendors, and subcontractors.
- Compiling accurate and competitive estimates that reflect project scope, methodology, schedule, risk, and resource requirements.
- Preparing tender packages, proposals, RFQs, RFIs, and prequalification submissions.
- Participating in estimate closings, tender reviews, and tender submissions.
- Supporting the transition from successful tender to active project, including project handoff, scope clarification, budget review, and documentation.
- Assisting with project planning, scheduling, procurement coordination, and resource planning as required
- Supporting the Senior Project Manager with change orders, pricing analysis, cost tracking, and project performance review.
- Reviewing project progress against estimate, budget, schedule, and contract requirements.
- Assisting with subcontractor and supplier coordination throughout estimating and project execution.
- Supporting communication with clients, consultants, subcontractors, and internal teams to help resolve project questions and maintain alignment.
- Assisting clients and consultants with budgetary estimates for future projects.
- Building strong relationships with clients, suppliers, subcontractors, consultants, and internal teams.
- Protecting confidential and proprietary company information.
- Other duties as assigned
What We’re Looking For
We are looking for someone with strong construction estimating or project management experience and a mindset that fits our work: accurate, curious, adaptable, and committed to continuous improvement.
The ideal candidate will have:
- A minimum of 2 years of project management or estimating experience in civil construction.
- Post Secondary education in engineering or construction management required; or the equivalent experience
- Experience with municipal, federal, heavy civil, or marine construction projects
- HeavyBid and/or Acumatica experience considered a strong asset
- Experience with AutoCAD, Trimble, or similar design software and surveying tools preferred
- Strong ability to interpret construction drawings, specifications, and tender documents.
- Understanding of typical contract models used in heavy civil construction.
- Excellent numerical and analytical skills.
- Strong computer skills, including proficiency with Microsoft Excel, scheduling/project management tools, and ERP/CRM systems; and/or Microsoft Project is required
- Strong communication skills, both written and verbal.
- Strong organizational skills and the ability to manage multiple priorities and deadlines.
- Valid Class G driver’s licence with a clean driving record
This role is a great fit for someone who:
- Enjoys researching, analyzing, and comparing options.
- Is comfortable working with numbers, drawings, specifications, and deadlines.
- Can build strong relationships with suppliers and subcontractors.
- Wants variety in their work.
- Is open to change and enjoys learning new systems, tools, and industries.
- Can stay calm and focused when tender deadlines are tight.
- Takes ownership and wants to contribute to the growth of the company.
Why Join Kehoe Marine Construction?
Kehoe Marine Construction is a growing, award-winning marine construction company based in Eastern Ontario. We are proud to build work that lasts — from shoreline protection and heavy civil construction to custom docks, barges, and marine infrastructure.
Our team values quality, safety, innovation, and practical problem-solving. We believe in doing the job right, supporting each other, and continuing to raise the bar on what we call The Kehoe Standard.
At Kehoe, you are not just pricing the same type of job over and over. You will be exposed to unique projects, complex challenges, and a team that is continuing to grow, improve, and take on bigger opportunities.
We are looking for someone who wants to be part of that growth.
Compensation & Total Rewards
This is not a short-term seasonal role — we offer steady, year-round employment with meaningful work through every season. Kehoe offers a competitive total rewards package designed to support our employees both at work and outside of work. For this role, compensation will include:
- Competitive wages in the range of $39.07 to $58.21 per hour, based on experience, technical knowledge, and project management capability.
- Company retirement savings program with a 3% RRSP/DPSP Employer Match.
- Comprehensive health and dental benefits.
- Health Spending Account to provide added flexibility for eligible health-related expenses.
- Four weeks of scheduled time off per year, including two weeks of paid vacation and two additional weeks during Kehoe’s annual Christmas shutdown period.
- Eligibility for Kehoe’s comprehensive Christmas bonus program after one year of service, based on company and individual performance.

Accommodation is available upon request for applicants with disabilities throughout all stages of the recruitment and selection process.
