QUALIFICATIONS
- Grade 12 education (MB Standards)
- Province of Manitoba or Inter-provincial 4th Class Power Engineer License
- Minimum of two years experience in a steam plant preferred
- One year experience operating boilers and related equipment in a hospital facility preferred
- Demonstrated ability to read and interpret blueprints, diagrams and relevant legislation
- Demonstrated ability to make appropriate calculations as required
- Province of Manitoba Class 5 Drivers License, or equivalent from province of residence, and access to a personal vehicle to provide service within Prairie Mountain Health
- Proficiency with Microsoft programs (Outlook, Word, Excel, Access and PowerPoint), as well as Internet applications and other Information Technology
- Demonstrated organizational skills, and the ability to work independently

POSITION SUMMARY:
Concerned with the safe, efficient operation of the physical plant, the 4th Class Engineer ensures a constant continuous supply of steam for heating the hospital buildings and various departments, also supplying power to machinery and auxiliary equipment. The engineer is to observe and comply with the Power Engineers Act for the Province of Manitoba.
RESPONSIBILITIES:
Overview:
- Records in log book “clearly and precisely” all happenings and information pertaining to the operation and progress of the plant, any abnormalities at the time of occurrence or when first noticed, and corrective action taken. Calculates and logs efficiencies.
- Performs maintenance in any part of the centre on high-pressure steam, chilled water, and condensate and compressed air systems.
- Maintains equipment in good state of appearance and paints equipment.
- Troubleshoots minor problems with industrial controls such as pneumatic, electric or electronic.
- Operates equipment in the Plant. Regulates its output and performance safely and economically in a manner consistent with practices set forth by the Department of Labour Power Engineer’s Act.
- Reads and interprets basic diagrams, schematics and drawing of electric, electronic and pneumatic controls and instruments for the purpose of understanding their operation as to be able to ascertain nature of any malfunctions and to effect corrections and adjustment as necessary.
- Performs routine operational systems checks on equipment to ascertain its readiness. When in operation ensures that proper operating efficiency parameters are maintained at all operating loads.
- Is responsible for chemical analysis on boiler water, condenser water, chilled waters and ensures chemicals are added as per prescribed feed rates or as directed. Maintains complete, accurate, up to date water treatment logs and records.
- Performs preventative maintenance on equipment ad systems (e.g. piping, regulators, valves, pumps, controls, etc) as directed. Checks and reports status of repairs on equipment as assigned.
- Prepares boilers, tanks and other equipment for inspection by opening manways, removing internals, and cleaning and flushing as may be necessary.
- Ensures that all work areas, benches, counters and floors (including control room) are kept in a clean, safe and orderly condition. Job assigned is not complete until area affected has been cleaned and tidied up.
- Deals with emergency situations as they arise in the plant and or hospital. If incumbent is unable to cope with an emergency problem, it is his responsibility to call in people who are qualified to handle it (3rd Class Engineer, 2nd Class Engineer, Fire Department, Police Department, Gas Company, Hydro, Water Works, etc.)
- Follows safety regulations in accordance with the Power Engineers Act and Steam and Pressure Plant Act for the Province of Manitoba.
- Takes extreme care in performance of tasks as in close contact with exposed high temperature piping, rotating equipment and high voltages. Work area is subject to high temperature, humidity and noise.
- Takes stock of supplies and spare parts; accepts deliveries of supplies.
- Cleans and repairs boilers, and all related equipment. Tours to the hospital, Personal Care Home, Laundry and crawlspaces for operational checks at specific intervals. If necessary, notifies 2nd Class Engineer when major repairs or assistance is required.
- Responds to and manages fire alarms as designated.
- Responds to break down in equipment throughout the complex.
- Carries out preventative maintenance on all equipment as assigned.
- Monitors and maintains oxygen concentrator so that a supply of oxygen is available at all times.
- Performs duties of plumbing, carpentry, welding, refrigeration, ventilation, air conditioning, painting and other maintenance as personal knowledge and skill permits.
- Cleans sand/salt etc. at all entrances/exits, ramps for safe access to the centre in the case of inclement weather.
- Performs other related duties and assists other trades in the performance of their duties provided that to do so does not exceed the employee’s skills and capabilities.
- Monitors equipment and boiler room as Prairie Mountain Health protocols and Power Engineers Act dictates.
- Maintains a valid 4th Class Power Engineer’s License from the Province of Manitoba and inform his/her employer upon notification that his/her license may be suspended or no longer valid for any reason.
- Manipulates valves to control the flow of water, fuel, steam, etc., for various operations.
- Tests boiler water and the usage of boiler water chemicals.
- Complies with all workplace safety and health rules and safe work procedures.
- Ensures all direct reports comply with all safety rules and safe work procedures. Where necessary disciplines direct reports for non compliance.
- Ensures that all personal protective equipment as prescribed by safe work procedures or msds is used, cared for and maintenance correctly.
- Participates in accident investigations and inspections of the workplace.
- Evaluates direct reports on their participation in the workplace safety and health program.
- Other duties as assigned.
