Summary of responsibilities:

The Senior Advisor, IT Change Management is responsible for leading and managing the IT Change Management process. Leveraging industry best practices (such as ITIL and COBIT), the role defines the governance framework under which the Change Management program runs and ensures that all changes to IT services, infrastructure, and applications are recorded, assessed against risk and impacts, and reviewed in accordance with the established policies and controls. The Senior Advisor, IT Change Management plays a key role in operational oversight through the ongoing review of tickets in the IT Service Management tool ensuring accuracy of change, monitoring for trends and creating visibility for IT Management through ongoing reporting. Through these activities the role creates service stability, risk reduction, audit readiness, and the ongoing improvement and maturity of change management practices within the Technology Branch. The Senior Advisor, IT Change Management performs all other duties related to the position as required.

What you need to succeed

To qualify for the position, you must have:

  • Successful completion of a college diploma or university degree with specialization in Computer Science, Information Technology/Management, or another specialty relevant to the duties of the position; or equivalent work and professional experience;

  • A minimum of five (5) to seven (7) years of progressive experience in an IT environment, including a minimum of three (3) years' experience related to change management or IT service management (ITSM);

  • Demonstrated experience operating in audit‑regulated, enterprise, or public‑sector environments;

  • Experience in the delivery of IT Change Management processes, including Change Advisory Board (CAB/ECAB) activities;

  • Experience working within a governance, risk, and compliance (GRC) environment;

  • Experience producing audit-ready documentation, reports, and metrics;

  • Knowledge of project management tools and methodologies;

  • Knowledge of IT service management frameworks and practices (e.g., ITIL).

This position is best suited to individuals with the following skills and abilities:

  • Ability to create and manage governance frameworks and programs;

  • Ability to coordinate and liaise with teams;

  • Ability to work in a team environment and independently;

  • Ability to understand stakeholder needs and communicate technology issues in a clear language;

  • Ability to communicate effectively, both orally and in writing;

  • Strong client service orientation and stakeholder engagement skills;

  • Strong organizational skills and attention to detail;

  • Ability to manage multiple priorities and adapt to changing demands;

  • Professionalism, tact, maturity and sound judgement;

  • Meticulous and thorough.

Valuable skills include:

  • Knowledge of IT Service Management tools (e.g. ServiceNow or ChangeGear);

  • Knowledge of the best practices and processes related to IT project management, system development, database, data warehouse, or business systems support services;

  • ITIL certification (eg., Foundation or higher);

  • Familiarity with COBIT or other governance frameworks;

  • Change Management or Governance-related certification;

  • Project Management fundamentals (e.g., PRINCE2®, PMP®, or equivalent – asset).

Specific work requirements:

  • Language Profile: English Essential

  • Ability to obtain and maintain a Reliability security clearance
