Job Summary

We are seeking an experienced Project Manager to join a program based in Charlottetown, supporting the delivery of six concurrent initiatives that together contribute to a broader multi-year program outcome. This is a full-time contract role focused on establishing the governance structure, reporting cadence, and coordination discipline needed to keep scope, timelines, and budgets on track across the portfolio.

You will be responsible for defining the project management approach across the six initiatives, standing up consistent reporting and tracking mechanisms, and acting as the central point of accountability for progress reporting to program leadership and stakeholders. This is a build-and-run role. You will be shaping how the projects are managed at the same time as running them.

You will be joining an active engagement with an established program authority and delivery teams already in place.

Responsibilities

Governance, structure, and reporting:

• Establish and operationalize the project management structure and governance model across six concurrent projects, ensuring consistent approaches to scope, schedule, budget, and risk management
• Define and document objectives, budgetary requirements, team composition, roles, responsibilities, and terms of reference for each project team
• Stand up and maintain reporting cadences that give program leadership clear, current, and actionable visibility into progress across the portfolio
• Prepare project dashboards, status reports, and briefings to communicate status, surface issues, and support decision-making
• Formulate statements of problems and establish procedures for the development and implementation of new or modified project elements, obtaining approvals as required

Delivery management across the portfolio:

• Manage projects through development, implementation, and operational startup, ensuring resources are available and each project delivers within agreed time, cost, and performance parameters
• Coordinate the work of project teams and project resources across the six initiatives, resolving cross-project dependencies and priorities
• Report progress on an ongoing basis and at scheduled points in each project's lifecycle
• Identify, track, and manage risks and issues across the portfolio, escalating to program leadership with recommended actions
• Prepare plans, charts, tables, and diagrams to assist in analyzing project problems and displaying status
• Support project sign-off and closure activities

Stakeholder engagement and communication:

• Meet with program leadership, stakeholders, and other project managers to work through issues and drive alignment
• Facilitate meetings and working sessions, both in person and online
• Prepare and deliver presentations to various stakeholders, including senior management
• Coordinate with cross-functional stakeholder groups across the program

Program deliverables:

• Project-related documentation including intake documents, business cases, project charters, project plans, risk plans, communications plans, project dashboards, project change requests, and project closure documentation
• Weekly status updates of tasks and issues
• Knowledge transfer materials for the program

Qualifications

Education (one of the following required):

• A university degree in a related business or technology discipline (Computer Science, Computer Engineering, IT/IM, or other relevant specialty); OR
• A two-year college diploma in a related business or technology discipline plus a minimum of two years of related work experience; OR
• A university degree in any field plus a minimum of five years of related work experience; OR
• A minimum of fifteen years of work experience in a related business or technology discipline

Project Management certification (required):

A Project Management certification or qualification from a recognized organization such as PMI, a university, or a college is required. Proof of certification must be available for submission. Preference will be given to candidates who hold one or more of the following:

• Project Management Professional (PMP) from PMI
• Certified Associate in Project Management (CAPM) from PMI
• Certificate in Project Management from a recognized post-secondary institution

Required experience:

• Minimum 5 years of experience working as a Project Manager, having performed at least 70% of the tasks listed above in a professional capacity
• Recent experience (within the last 5 years) managing multiple IM/IT projects through their full cycles including initiation, planning, execution, and closing phases
• Recent experience (within the last 5 years) defining and documenting project scope, requirements, milestones, and schedules; estimating effort for costing; managing risks and issues; supporting roles and responsibilities across teams and stakeholders
• Experience drafting and maintaining standard project documents including Business Case, Project Brief, Project Charter, Project Management Plan, monthly status reporting, and close-out reports
• Experience leading and facilitating project meetings online and in person with working groups, clients, stakeholders, and other project managers
• Experience preparing and delivering presentations and reports to stakeholders and senior management
• Experience with project management tools including MS Project, SharePoint, Azure DevOps, or equivalents
• Experience working in a government environment
• Experience leveraging AI-powered tools to enhance productivity and decision-making. This includes AI-driven analytics, natural language processing applications, and automation solutions that support requirements gathering, prototyping, or business process optimization. Comfort integrating AI capabilities into workflows while maintaining a critical perspective on ethical use and data governance

Pay: $50.00-$60.00 per hour
