The Opportunity

Reporting to the Chief Operating Officer, we are seeking an experienced Human Resources Manager to provide oversight and leadership for HR functions at Complete Environmental. The successful candidate will develop, implement, and maintain HR practices that ensure a respectful, compliant, and well-supported workplace in accordance with the Canada Labour Code and applicable provincial and federal regulations. This role balances strategic leadership with hands-on operational management, strengthening organizational capacity through workforce planning, employee and labour relations, recruitment and retention, performance management, and HR compliance.

Complete Environmental operates through several subsidiaries, including T&T Disposal Services (regulated under Alberta Employment Standards) and Cutting Edge Logistics (federally regulated under the Canada Labour Code), with operations across multiple sites. This role provides HR leadership across both provincially and federally regulated operations, manages the HR Generalist, and works closely with the Safety Manager on matters that intersect HR and OHS. The role requires regular presence at the shop/yard alongside drivers, mechanics, and dispatch — this is not a desk-only position.

What You’ll Do (including but not limited to)

Human Resources Leadership & Talent

  • Lead the delivery of People services across all departments (administration, operations, safety, and maintenance).
  • Support employee training, development, retention, and succession planning.
  • Provide strategic and operational HR advice to leadership and management.
  • Support workforce planning, organizational structure, and staffing requirements.
  • Develop and monitor HR metrics (vacancies, turnover, training, etc.).
  • Manage, coach, and develop the HR Generalist, reviewing their work on recruitment, employee relations, WCB administration, and policy execution.
  • Oversee full-cycle recruitment strategy, including job descriptions, postings, interviews, and offers, with the HR Generalist executing day-to-day recruitment activity.
  • Continuously improve onboarding and orientation processes.

Employee Relations, Compliance & HR Administration

  • Provide guidance on performance management, discipline, and terminations; review and approve the HR Generalist's disciplinary documentation for legal risk.
  • Provide oversight of WCB claims administration managed day-to-day by the HR Generalist.
  • Lead or oversee workplace investigations into harassment, violence, and employee complaints, coordinating with the Safety Manager where matters involve OHS legislation.
  • Support supervisors with coaching, documentation, and decision-making, including at the shop/yard level.
  • Develop, update, and implement HR policies and procedures aligned with provincial and federal legislation, ensuring consistent application across the organization.
  • Oversee employee benefits, leave programs, and HR/personnel records.
  • Support payroll processes in coordination with Finance.
  • Lead compensation structure reviews and job classification, including benchmarking for driver/mechanic wages.
  • Support disability management and accommodation processes in coordination with the Safety Manager.

What You Bring

  • Degree or diploma in Human Resources, Business Administration, or a related field.
  • Ability to balance strategic thinking with direct execution.
  • CPHR designation (or working toward it) is an asset.
  • Minimum 8-10 years of progressive HR experience, including experience managing direct reports.
  • Experience in transportation, logistics, or a related field-operations environment required.
  • Comfortable working on-site at the shop/yard and building relationships with drivers, mechanics, and operations staff, not solely an office-based role.
  • Experience with workplace investigations and complex employee/labour relations.
  • Experience across both provincially and federally regulated workforces (Alberta Employment Standards and Canada Labour Code) is a strong asset.
  • Strong interpersonal and conflict-resolution skills.
  • Ability to manage sensitive and confidential matters with professionalism.
  • Strong documentation and compliance focus.
  • Effective written and verbal communication, with strong organizational and time-management skills.
