Job Description

Job Summary
Reporting to the Manager of Infrastructure Data and Analytics, the Asset Information Analyst provides technical expertise in infrastructure data, GIS, asset information, and analytics to support decision-making across Public Works. The position develops, maintains, and analyzes asset information and geospatial data; and produces applications and reporting tools that support capital planning, lifecycle management, risk assessment, service-level evaluation, and regulatory compliance. The Analyst works across Public Works divisions and with external partners to ensure decision-makers have accurate, timely, and actionable infrastructure information when they need it.

Education

• Post-secondary degree in Geomatics, Geographic Information Systems, Computer Science, Data Science, Engineering, or a related field.
• An equivalent combination of education, experience, and qualifications may be considered.

Knowledge

• Minimum 5 years of related experience supporting municipal infrastructure, GIS, asset management, infrastructure data, analytics, reporting, or business intelligence initiatives, preferably within the public sector or a similarly regulated environment.
• Demonstrated experience in managing spatial and non-spatial infrastructure data, including database design, governance, quality management, integration, validation, quality control, and automated workflows.
• Demonstrated experience with GIS platforms and enterprise geospatial systems, including the development, maintenance, analysis, automation, and administration of infrastructure datasets. Experience with ESRI’s Utility Network and branch versioning is an asset.
• Knowledge of dashboard development, data visualization, data modelling, and performance optimization principles and techniques.
• Knowledge of business intelligence and data integration tools such as Power BI, DAX, Power Query (M), SQL Server, T-SQL, Python, PowerShell, Esri Arcade, SharePoint, and Safe Software FME or equivalent technologies is preferred.
• Knowledge of ETL and data integration concepts, including automated workflow design and data pipeline development, is preferred.
• Professional designations such as Asset Management Professional, GIS Professional, and Project Management Professional (PMP) are considered an asset.

Responsibilities
Performs and coordinates spatial and non-spatial infrastructure data and asset information management activities to support the lifecycle management of Public Works assets. (40% of time)

• Leads or supports information management projects and initiatives across Public Works.
• Collects, creates, maintains, integrates, validates, and analyzes spatial and non-spatial infrastructure data from internal and external sources.
• Maintains and enhances GIS layers, geodatabases, metadata, asset inventories, asset registries, and asset hierarchy structures.
• Assists in developing and maintaining data standards, business rules, naming conventions, validation requirements, and quality control processes to ensure data integrity and consistency.
• Administers automated workflows, data integrations, and information exchanges between Regional systems and external data providers.
• Produces maps, web maps, apps, and other geospatial information products to support operational, planning, engineering, maintenance, emergency response, and management needs.
• Supports the administration and continuous improvement of enterprise GIS platforms and related applications.

Applies asset management principles, and analytical methods to collect, evaluate, and report infrastructure information that supports lifecycle management, planning, and decision-making across Public Works. (30% of time)

• Supports the continuous improvement of asset management frameworks, processes, and analytical tools through enhanced data, reporting, and information analysis.
• Analyzes and reports on asset inventory, hierarchy, condition, criticality, performance, maintenance history, lifecycle cost, replacement value, remaining useful life, risk, and service levels.
• Integrates information from multiple systems/sources to provide reliable, decision-ready data for capital/maintenance planning, financial forecasting, intervention prioritization, and risk management activities.
• Assists in identifying asset information gaps, trends, risks, and opportunities that may impact infrastructure planning or service delivery.
• Develops indicators, dashboards, and reports that improve understanding of infrastructure performance and investment needs.
• Provides asset information, analysis, and reporting to support asset management planning, state-of-infrastructure reporting, and capital planning and budgeting documentation.

Designs, develops, and maintains reporting and visual solutions that improve access to and understanding of Public Works asset and infrastructure information. (15% of time).

• Extracts, transforms, validates, and prepares data from multiple systems/sources into structured formats suitable for analysis and reporting.
• Develops, maintains, and optimizes data models for reporting and analysis.
• Creates dashboards, scorecards, reports, and data visualizations using Power BI, ArcGIS products, and other approved platforms.
• Collaborates with departmental staff and partners to identify reporting requirements, performance measures, and information needs.
• Troubleshoots reporting issues, data discrepancies, and performance concerns.
• Maintains reporting environments and evaluates new reporting capabilities, visualization approaches, and analytical tools.

Supports the development and maintenance of technical models and analytical tools used to assess the performance, capacity, and lifecycle needs of Public Works infrastructure systems. (15% of time)

• Develops, maintains, and updates infrastructure models and analytical tools to support infrastructure evaluation, including capacity, performance, risk, and lifecycle assessment.
• Develops dashboards and applications that communicate current and proposed levels of service, capacity, and system performance, including the underlying data models and analytical frameworks that support them.
• Supports divisional planning, engineering, operational, maintenance, and capital projects through data analysis, system evaluation, and technical reporting.
• Coordinates with internal staff, and external partners on collaborative modeling or technical analysis activities.
• Assists in the preparation of technical documentation, scopes of work, and data requirements for consultant-led studies and assignments.
• Reviews and verifies modeling inputs, assumptions, and outputs to ensure accuracy, consistency and alignment with business needs.
• Identifies opportunities to expand the use of analytical and modeling tools across Public Works.

Perform other related duties and responsibilities as assigned or required.

• Must maintain the ability to travel in a timely manner to other offices, work locations, or sites as authorized by the Corporation for business reasons.
• In accordance with the Corporate Criminal Record Check Policy, the position requires the incumbent to undergo a Criminal Records Check and submit a Canadian Police Clearance Certificate.
