About the Metro Vancouver Zero Emissions Innovation Centre

Seeded by a $21.7 million federal endowment, the Zero Emission Innovation Centre (ZEIC) is a purpose-built charitable organization dedicated to market transformation and enabling zero carbon communities and economies across the region and province. ZEIC is part of the Low Carbon Cities Canada (LC3) Network established by the Government of Canada and the Federation of Canadian Municipalities.

Position purpose and function:

The Manager of Business Planning and Operations is part of ZEIC’s management team and is responsible for managing business and operations strategy, organizational initiatives, and special projects. The position plays an important leadership role in (1) Business planning – develop, implement, and refine ZEIC’s business plans in alignment with overall organizational objectives. Collaborate with key stakeholders to execute action plans; (2) Operational systems development and implementation management – develop, manage, and optimize operational systems and processes to ensure seamless workflow and efficiency. Identify areas for improvement and implement solutions to enhance program delivery. Support organizational operations; (3) Procurement and contract management support; (4) Enabling systems and support for reporting and financial analysis – working closely with the Director of Finance and Director of Business Strategy and Impact Investing, analyse financial data and program data to prepare reports and support reporting to funding partners and other initiatives. The position will contribute to business processes, organizational practices, expertise and a spirit of innovation, teamwork, and collaboration to our highly motivated team of professionals.

Key contacts and reporting relationships:

The position reports to the Director of Business Strategy and Impact Investing and will engage with ZEIC’s team for cross functional collaborative work. This position will coordinate with senior representatives from diverse partner organizations including Metro Vancouver, municipalities, BC Hydro, utilities, non-governmental organizations, industry, non-profits, and various other, agencies and stakeholders. The position will have supervisory responsibilities and manage consultants and/or contractors.

Duties and responsibilities:


  • Advance a holistic view of climate action that seeks innovative and pragmatic approaches to emissions reductions that integrate multiple objectives in key areas such as:
  • climate adaptation and resilience,
  • equity, public health, biodiversity, ecosystems health and protection,
  • land use planning, urban design, and transportation planning and design,
  • economic development, green jobs, and social enterprise,
  • reconciliation with Indigenous peoples
  • Work cross-functionally within ZEIC and develop strategic collaborations, partnerships, and projects with external organizations to align objectives, and other actions to support ZEIC in fulfilling its mandate,
  • Manage staff, contractors, and consultants (scopes of work, requests for proposals and execution),
  • Other duties, as required.

Key focus areas for position:

While business planning, operations oversight, reporting, and financial analysis will be the main focal points for the position, we recognize that prospective candidates may have experience in some areas more than others. Business planning

  • Work with the Director of Business Strategy and Impact Investing and ZEIC team on business planning and strategic plan implementation.
  • Provide business strategy, financial and project management leadership, and support for programs.
  • Seek opportunities to integrate and leverage program, partnership, collaboration, granting and impact investing tools to amplify program outcomes and impact.

Operations management on programs

  • In collaboration with the Director of Business Strategy and Impact Investing, implement innovative solutions for project management, budget planning, program tracking, operational enterprise level systems to improve operational efficiency.
  • In collaboration with the Director of Business Strategy and Impact Investing, prepare RFPs, evaluate proposals and execute procurement and service contracts as needed for various programs.
  • Working with the ZEIC leadership team, contribute to operational planning and policy, budget development and financial analysis, cash flow planning, audits, ensuring compliance with our funding agreements and obligations.
  • Serve as staff liaison to ZEIC’s senior leadership team, program delivery team and relevant external stakeholders.

Enabling systems and support for reporting and financial analysis

  • In collaboration with the Director of Business Strategy and Impact Investing, develop business plans, service delivery models, and finance strategies for ZEIC’s large building retrofit accelerator initiative, among other emerging initiative.
  • Implement the development, tracking and reporting metrics to assess the effectiveness and impact of ZEIC’s programs, with support from ZEIC staff.
  • Other initiatives and special projects, as needed.

Position requirements:

Education and experience

  • Bachelor’s or master’s Degree in: Business, Finance, Environment, Engineering management or related field from a recognized post-secondary institution or relevant combination of education and experience.
  • Minimum 8 years of experience managing project teams, complex, multi-year initiatives, preferably relevant to climate action.

Knowledge, Skills and Abilities:

  • Knowledge of and demonstrated commitment to climate change mitigation and adaptation with a passion for sustainability, collaboration, innovation, and zero-emissions communities.
  • Capacity as a self-starter, ability to work independently and to provide professional interdisciplinary advice and guidance while functioning effectively in a team environment.
  • Expertise and experience related to:
  • Business, financial, and strategic planning and analysis.
  • Interpreting finance and legal documentation, including evaluating for impact and reporting.
  • Building relationships and developing partnerships, business plans and proposals.
  • Developing programs from the ground up, incl. workplans, budgets, program evaluation.
  • Experience with project financing, technical project operations, and risk management would be an asset.
  • Experience with project management and Project Management Professional designation would be an asset.
  • Strong leadership, project team management, collaboration and diplomacy skills with:
  • A commitment to personal leadership development and cultivating trust and integrity.
  • Experience building and leading collaborative, high performance project teams.
  • Advanced knowledge and skills related to:
  • Internal finance, policies, systems, and processes.
  • Effectively managing multiple tasks of moderate to high complexity and deadlines.
  • Developing requests for proposals, managing consultants, contracts and contract execution.
  • Microsoft Office Suite (Word, Excel and PowerPoint) and proficiency with spreadsheets.
  • Interpersonal and written and verbal communication skills, experience and skill preparing succinct and compelling reports, presentations, communications, and engagement materials; and
  • Knowledge and experience working with Indigenous communities would be an asset.

Compensation: Range $94,000-$115,000/year + vacation + generous health, wellness and RRSP benefits
